CSMS # 66355286 - Final Extension: Submitting CBP Form 1302A Cargo Declaration via Document Image System (DIS)
On October 1, 2022, (CSMS #52338815) Customs and Border Protection (CBP) ended the use of the Document Image System (DIS) to file the outbound cargo declaration. CBP has provided multiple extensions in six (6) month increments to provide carriers and vessel agents time to transition to the EEM pilot. CBP is approving one final extension. On December 1, 2025, the DIS will no longer be an acceptable method for submitting the Outbound Cargo Declaration. This includes the CBP Form 1302A Outbound Cargo Declaration, supplemental form CBP 168, or any associated documents that comprise the outbound cargo manifest.
Key Actions for Trade Participants:
- For Carriers and Vessel Agents in the Electronic Export Manifest (EEM) pilot: If you have already begun internal development or are utilizing EEM software from approved vendors, you should complete your testing and fully transition to submitting EEM.
- For Carriers and Vessel Agents not yet in the EEM Pilot: Complete your transition off the DIS system by December 1, 2025.
Acceptable Outbound Manifest Submission Types Effective December 1, 2025:
- EEM is the preferred method for Outbound Manifest submissions.
- Hard-copy CBP Form 1302A: Along with associated documents, submitted directly to the port of departure.
Prohibited Submission Method:
- Filing of the outbound cargo declaration under 19 CFR 4.63 to port email inboxes is NOT allowed. (CBP Officer requests for additional documentation may be emailed to port inboxes)
