CSMS # 64596929 - UPDATE: Deadline Extended and Updated Requirements for Submitting CBP Form 1302A Cargo Declaration via ACE Document Image System (DIS)
Due to increased trade participation in the ACE Electronic Export Manifest (EEM) pilot, U.S. Customs and Border Protection (CBP) is extending the deadline for use of the Document Image System (DIS) as a method to submit the CBP Form 1302A Cargo Declaration. The new deadline is October 1, 2025.
Updated requirements for DIS submission of CBP Form 1302A Cargo Declaration will be effective April 1st, 2025, as follows:
To submit the export manifest via DIS, a filer must submit the current CBP Form 1302A Cargo Declaration - Outward with Commercial Forms and will also be required to submit an .xls document as a Supplemental Manifest Document. A new DIS SUPPLEMENTAL_1302A_MANIFEST_DOCUMENT document label code (DocCode: CBP168) was created. In addition to the current CBP Form 1302A Cargo Declaration - Outward with Commercial Forms, filers must use the new document code (CBP168) to submit the .xls Supplemental Manifest Document to CBP via DIS.
The .xls Supplemental Manifest Document must contain the following column headers with data matching the Manifest Submission:
a. SCAC Code of the Carrier
b. Voyage Name
c. Vessel Name
d. Destination Country Code
e. Port of Lading
f. Port of Unlading
g. Cargo Description
h. Quantity
i. Unit of Measure
j. Shipper Name
k. Shipper Address 1
l. Shipper Address 2
m. Shipper City
n. Shiper State Code
o. Shipper Zip Code
p. Shipper Country
q. BOL Number
r. Date of Export
This extension is intended to provide additional time for effected trade participants to adequately program and test with their assigned CBP Client Representatives. Trade participants currently programming and testing should work towards transitioning over to submitting 100% EEM prior to October 1, 2025.
Submission of CBP Form 1302A will no longer be required in paper or via DIS once a carrier begins submitting all export manifests via EEM. Carriers currently submitting all export manifests via EEM are identified in Appendix P of the Electronic Export Manifest Implementation Guides.
Interested carriers, non-vessel operators (NVO), vessel agents and service providers should contact their respective CBP Client Representative for more information. CBP Field Offices and trade participants can also submit questions directly to the Outbound Enforcement and Policy Branch at cbpvesselexportmanifest@cbp.dhs.gov.
