Announcement of Export License Procedures for Shipments of White Grape Juice Concentrate from Argentina
The purpose of this message is to inform Customs brokers and importers about the procedures to submit to U.S. Customs and Border Protection (CBP) Argentinian export licenses for shipments of white grape juice concentrate (WGJC).
On March 24, 2023, the U.S. Department of Commerce (DOC) published in the Federal Register the Agreement suspending the countervailing duty investigation on WGJC from Argentina; and on April 6, 2023 and April 17, 2023, the DOC provided instructions to U.S. Customs and Border Protection (CBP) in message numbers 3096401 and 3107406, respectively. These messages are available in the AD/CVD module in ACE and in ADCVD Search on cbp.gov.
In accordance with the Suspension Agreement and the DOC instructions, effective on May 16, 2023, CBP shall require presentation of an Export License as a condition for entry of all consumption entries of WGJC from Argentina into the United States. See messages 3096401 and 3107406 for the scope of the merchandise covered by the suspension agreement.
Procedure to submit an image of the Argentinian WGJC export license:
Effective May 16, 2023, the Automated Commercial Environment (ACE) Document Image System (DIS) must be used to submit Argentinian WGJC export licenses for all shipments of WGJC from Argentina.
To submit the WGJC export license in DIS, follow these instructions: Agency Code: CBP Document Type: PERMIT Document Label Code: PERMIT DocCode: CBP10
Additional instructions will be provided via CSMS when a specific code is established in DIS for the WGJC export license.

Importers should not submit the export license number on the entry summary until further instructions are provided.
