CSMS # 54755941 - INFORMATION: Defense Contract Management Agency (DCMA) Duty Free Entry (DFE) eTool System Decommissioned and Replaced with Procurement Integrated Enterprise Environment (PIEE) Platform
The purpose of this message is to inform the trade community that the DCMA DFE eTool system was decommissioned and replaced with the new platform, PIEE on January 15, 2023.

For training on the new platform and process, please visit the Procurement Integrated Enterprise Environment - Web Based Training (WBT) and look for the DFE icon to take you to the Duty Free Entry (DFE) - Web Based Training.
Brokers will not be granted access to PIEE. The vendor (prime contractor) will be responsible for associating the appropriate brokers to their contracts within PIEE. Brokers will receive tokenized emails generated by the vendor through PIEE with a link that will take them to the duty-free certificate form to complete. Once the duty-free certificate form is completed, the information will be validated by the DCMA DFE Team. After the validation is complete, the broker will receive another tokenized email with a link to print their approved DFE certificate.
This change has no impact on the submission of duty-free certificates for CBP purposes. Importers and brokers are responsible for submitting duty-free certificates to CBP to receive duty-free treatment. As a reminder, if a duty-free certificate is not submitted to CBP within six months from the date of entry or release under the immediate delivery release procedures, the entry will be liquidated dutiable with the applicable HTS.
