On May 27, 2021, Aluminum Import Monitoring and Analysis System (AIM) enhancement was deployed to the CERT environment to collect an Aluminum License for articles of aluminum subject to safeguard measures. Harmonized Tariff Schedule (HTS) numbers which have been marked with an LPC code of '28' (Aluminum License) will require the submission of the license number issued by the Department of Commerce / International Trade Administration (ITA) in the AE transaction.
For Aluminum (as well as Steel) articles, a license is not allowed to be reported on the entry summary line if Entry Types 21 (Warehouse) or 22 (Re-warehouse). Condition LIC/CERT/PERM NOT ALLOWED-ENTRY TYPE (Fatal 818) will result.
Otherwise, for Aluminum (as well as Steel) articles, condition LIC/CERT/PERM FOR HTS MISSING (Fatal 688) will be generated if the License is missing (for applicable Entry Types) on the entry summary line.
On a single entry summary that has multiple aluminum article (or steel article) lines, only the low-value ('LV' type) license numbers or the regular license numbers can be reported; they cannot be co-mingled on a single entry summary. Condition LV, REGULAR LICENCE TYPE CONFLICT (Fatal 323) will result.
Furthermore, an Aluminum license is not allowed to be reported if none of the submitted HTS numbers are marked with LPC code '28' (Aluminum). Condition LIC/CERT/PERM CODE NOT ALLOWED FOR HTS (Fatal 690) will result. This condition does not apply to the Steel license.
The enhancement is scheduled to be deployed in PRODUCTION on Monday, June 28, 2021.
