CSMS #42629672 - Information on Entry Type 86 Filing-related Delays and May 8 Support Call
Due to the rapid increase in the volume of Entry Type 86 filings, CBP’s Automated Commercial Environment (ACE) is experiencing up to 1-2 hour delays in processing times. While CBP continues to enhance ACE capabilities to handle the increased volume, CBP recommends the following guidelines until further system enhancements are implemented:
Recommendations for Ocean Carriers and NVOCCs:
- Limit master bills to a maximum of 10,000 related house (NVOCC) bills.
- File all master and house bills before any entry filings.
Recommendations for Truck Carriers:
- Single Truck trips should contain no more than 100,000 shipments, but the carrier can file multiple truck trips for a single crossing.
Recommendations for Entry Type 86 Filers:
- Do not file Type 86 entries until all of the related bills are filed in the manifest system.
- Limit OCEAN Type 86 entry (ACE Cargo Release SE transactions) filings to 20,000 – 30,000 entries per hour.
- Limit AIR type 86 entry filings to 20,000 – 30,000 entries per hour.
- Send SE Update transactions only for the specific entries that require a correction. Do not send NO CHANGE SE Update transactions.
- Hold ACE Cargo Manifest queries until the entry processing is completed. ACE Cargo Manifest queries (CQ) will not return responses while the entries are still being processed. When querying a large master bill of lading with more than 10,000 house bills, processing time and response output size can be reduced by requesting a specific house bill or a specific master bill, without the related house bills. Additional Cargo Release Information for ABI filers
- If filers notice a delay in receiving ACE Cargo Release Status Notification (SO transaction), do not transmit an ACE Cargo Release Replace or ACE Cargo Release Update (SE transaction) or an ACE Entry Summary transaction that includes ACE Cargo Release (AE transaction with SE data) until the SO transactions are received. In some cases, the additional cargo release transactions may increase the delays in posting to the manifest.
- Do not submit a PGA Correction transaction (CA) until the SO transaction is received. The CA transaction is tied to the completion of the cargo release processing and the data sent to the PGAs may fall out of sync with ACE Cargo Release processing.
