An independent review of the technology that supported our transformation has found that the primary cause of our technology failure was a failed organisational transformation. It adds that the technology used for our regulatory platform and provider portal are salvageable but required substantial development and rebuilding work.
The report sets out the scale of the problems that resulted in the failure of our technology and the impact that transformation had across CQC. It makes 23 recommendations, which can be grouped into 5 broad areas covering: culture; data and digital; governance; operating model; and change management.
The next step will be to develop an action plan to deliver the recommendations, which we plan to co-develop with CQC colleagues, providers, people who use services, and wider stakeholders. This will be presented at a future board meeting. This, along with work we are doing in partnership to develop the CQC Way and a series of regional roadshows to support our improvement work, will help us get back to delivering our purpose – to make sure people receive safe and effective care, and to help providers improve.

 The Equality and Human Rights Commission (EHRC) have published new advice to help General Practices (GP) embed equality considerations in the NHS services they provide, specifically around guarding against the digital exclusion of patients.
Digitisation is helping NHS GPs to provide vital services in their communities, but not everyone can access digital services. The EHRC wants to help practices make decisions about their digitalisation with their Public Sector Equality Duty (PSED) responsibilities in mind.
The PSED is a legal requirement to have due regard to three aims in everyday decision and policy-making. The PSED applies to all GP practices that deliver NHS services.
This information explains when it applies and other important information to help advance and promote equality in general practice.
Dr Arun Chopra, previously Medical Director of the Mental Welfare Commission for Scotland (2020-2024), has been appointed as CQC’s first Chief Inspector of Mental Health. Arun is also one of the most recent recipients of the President’s Medal, which is awarded annually by the Royal College of Psychiatrists to individuals who have made a significant contribution towards improving the lives of people with mental illness. He has recently returned to frontline clinical work as a Consultant Inpatient Psychiatrist at the Royal Edinburgh Hospital.
The creation of this new Chief Inspector role recognises the importance of mental health services in supporting people to lead fuller, healthier lives, and the need for specialist expertise in regulating these services.
Dr Chopra will join CQC in May 2025.

The Information Commissioner’s Office have announced the outcome of their investigation into the 2022 ransomware attack on a subsidiary of Advanced Computer Software Group Limited. They have issued a monetary penalty of £3.07m for security failings that put the personal information of 79,404 people at risk. Advanced provides IT and software services to organisations, including the NHS and other healthcare providers, and processes people’s personal information on behalf of these organisations.
