DALLAS—The Dallas City Council on Wednesday approved a tax increment financing (TIF) development agreement with TyGra Walnut Hill, LLC for The Highlands Village Retail and Office Redevelopment Project at 9715 Walnut Hill Road at Audelia. The site is located in the Skillman Corridor TIF District.
The agreement authorizes a TIF subsidy not to exceed $1,188,662 to support demolition of the existing Lake Highlands Car Wash and construction of a modern two-story mixed-use building of approximately 7,200 net leasable square feet, with ground-floor retail and second-floor professional office space. The estimated total project cost is approximately $4.75 million.
“The project will deliver substantial public infrastructure upgrades, including water, wastewater, storm drainage, landscaping, signage, lighting, paving, and enhanced sidewalk and streetscape improvements,” said Dallas City Manager Kimberly Bizor Tolbert.
District 10 City Council member Kathy Stewart noted the project will change the character of that stretch of Walnut Hill Road.
“This will create a more pedestrian friendly environment with patios and café style outdoor seating, street furniture, planters and landscaping,” Stewart said.
The redevelopment project will advance the Skillman Corridor TIF District’s goal of reinvesting in aging commercial sites to support vibrant, walkable neighborhood centers for people to walk, gather and dine.
