Dallas Homebuyers Assistance Program Administration Transfers to Business and Community Lenders of Texas

DALLAS - Business and Community Lenders of Texas will assume administration of Dallas Homebuyers Assistance Program (DHAP) on behalf of the City, supporting continued delivery of critical home buyerassistanceto eligible Dallas residents.  

DHAP helps eligible low- and moderate-income households purchase a home by providing financial assistance at the time of purchase, in accordance with federal, state, and local regulations. This partnership, solidified with an initial investment of $1.2M will deliver program efficiency assure more families are able to call Dallas home.  

On February 25, 2026, the Dallas City Council approved Business and Community Lenders (BCL) of Texas as the new program administrator. The program will transition from the City of Dallas to BCL, which will manage future application intake and program operations.
