 City Council Approves Incentive for Major Development in Southern Dallas
On November 12, 2025, Dallas City Council approved a $23.5 million grant agreement with RG University Hills, LLC, a development entity led by Terrance Maiden, to support development of Phase 1 of Rivulet, a master-planned development located northwest of the University of North Texas at Dallas campus. Rivulet plans to bring new housing, retail, and open space to the community.
Rivulet Phase 1, estimated to be $50 million, will focus on the horizontal infrastructure improvements for housing and neighborhood amenities. Phase 1 encompasses more than 70 acres and will support approximately 300 single-family homes and 200 multi-family residential units.
At full build-out, the Rivulet development, estimated to cost more than $200 million, will bring a mix of housing options, commercial spaces, and areas for community engagement to southern Dallas. The project will also prioritize walkability, integrate the natural features of the area, and will continue to implement the City's the UNT-Dallas Area Plan.

The South Dallas/Fair Park Opportunity Fund’s (SDFPOF) 2026 Human Development Notice of Funding Availability (NOFA) is currently accepting grant applications. A total of $200,000 is available for projects that support new or expanding human development projects that improve health, public safety, education, workforce development, or small business outcomes. Eligible programs must be located within the fund’s designated service area or serve a population where at least 90% of the program beneficiaries are residents of that area. The NOFA closes Friday, December 5, at 5 p.m.
