Mrs. Myrtis Evans
A Pillar of Leadership in South Oak Cliff
This month, District 4 proudly shines the spotlight on Mrs. Myrtis Evans, a long-time community leader whose tireless dedication has helped shape the heart of South Oak Cliff. For decades, Mrs. Evans has been a driving force for unity, progress, and empowerment—always leading with compassion and purpose.
As a respected neighborhood advocate, Mrs. Evans has worked closely with city officials, civic organizations, and residents to champion better housing conditions, safer streets, and stronger community engagement. She has served in multiple leadership capacities, including neighborhood association president and active member of countless city-led initiatives, always ensuring that the voices of District 4 residents are heard loud and clear.
Her leadership has also inspired younger generations to get involved in local service. Whether organizing clean-up drives, supporting youth mentorship programs, or connecting families to city resources, Mrs. Evans embodies what it means to build the community with the community.
District 4 extends heartfelt appreciation to Mrs. Myrtis Evans for her unwavering commitment to South Oak Cliff. Her legacy continues to remind us that strong neighborhoods are built on the shoulders of those who care enough to lead, serve, and uplift others.

Mr. Daymond Lavine
President, Brentwood–Trinity Heights Community Action Group
District 4 is stronger because of committed neighborhood leaders like Mr. Daymond Lavine. As president of the Brentwood–Trinity Heights Community Action Group, Mr. Lavine has served in multiple roles to uplift his community — from organizing and leading HOA and neighborhood meetings to consistently advocating for improved public safety and quality of life for residents.
Mr. Lavine has also been a key partner in helping strengthen and expand communication between neighbors and City Hall, making sure residents’ voices, concerns, and ideas are heard. His steady leadership, calm presence, and commitment to collaboration reflect the very best of District 4.

10th Street Community Meeting
 Council Member Johnson Meets with 10th Street Historic Community
Listening to Concerns, Honoring History, and Building the Future Together
Council Member Maxie Johnson recently met with residents of the historic 10th Street neighborhood—one of Dallas’ oldest African American communities—to discuss the pressing issues facing families and homeowners in the area. Residents voiced their hopes for progress and their frustration with decades of neglect.
For generations, the 10th Street Historic District has been a proud symbol of resilience and culture. However, residents have faced persistent challenges including aging infrastructure, drainage and flooding concerns, deteriorating housing stock, limited access to city resources, and ongoing pressures of gentrification that threaten to displace longtime families.
Council Member Johnson emphasized his commitment to preserving the legacy of the 10th Street community while ensuring residents receive the same level of city investment as any other neighborhood in Dallas.
“We cannot allow our historic communities to be forgotten,” said Council Member Johnson. “The people of 10th Street deserve clean streets, safe homes, and fair opportunities to thrive. We will continue to fight for equity, not just talk about it.”
During the meeting, residents also discussed the importance of protecting historical landmarks, improving public safety, and attracting responsible development that respects the area’s cultural roots. City staff and community leaders are working collaboratively to identify immediate action items and long-term solutions that will uplift the Bottoms Community without erasing its history.
As District 4 continues to move forward, Council Member Johnson remains focused on “Building the Community with the Community”—a mission centered on partnership, respect, and progress for every neighborhood, especially those that have long carried the city’s legacy.

 Thank You, District 4 — National Night Out Was a Huge Success!
On behalf of Council Member Maxie L. Johnson and the entire District 4 Team, we want to extend our heartfelt thanks to everyone who joined us for National Night Out on Friday, October 7, 2025. The event was a beautiful celebration of unity, safety, and community spirit right here in Oak Cliff.
We were truly blessed by the presence of Dallas Police Chief Daniel Comeaux and City Manager Kim Tolbert, whose leadership and commitment to community engagement made the evening even more meaningful. We also thank all of our elected officials who came out to support and connect with residents — your participation made a lasting impact.
A special shout-out to our amazing food partners:
🍽️ Star Catering for serving up incredible soul food that warmed everyone’s hearts,
🍔 Wingfield Burgers — home of the best burgers in Texas, and
🍗 Doug’s Kitchen, who made sure every student left with a full plate and a smile.
Our gratitude extends to the outstanding performances that made the night unforgettable!
🎶 The powerful sounds of the Town View and South Oak Cliff (S.O.C.) Marching Bands filled the air with energy and pride, while the talented cheer squads from Holland Elementary and Young Elementary kept the crowd on their feet with their spirited routines.
Most importantly, thank you, District 4 residents — your presence, laughter, and love for our community are what make these events so special. Your participation shows that when we come together, great things happen.
