From Inherited Challenge to Forward Action: Councilmember Gracey's Multi-Pronged Approach Transforms Camp Wisdom Corridor
DALLAS - Dallas City Councilmember Zarin Gracey (District 3) announced a comprehensive transformation initiative for the Camp Wisdom corridor (which includes Independence Dr, an area riddled with motels, crime, and homelessness inherited by Gracey after redistricting) following unanimous City Council approval of his Public Improvement District (PID) proposal. The PID creates dedicated funding for enhanced public safety and beautification efforts. To ensure immediate action, Gracey committed $200,000 in ARPA funds to jumpstart operations before revenue collection begins in 2026. "We inherited a problem that had been sitting stagnant for too long, but instead of continuing to treat symptoms, we're addressing root causes through comprehensive community investment," said Gracey. "Our residents deserve solutions, not excuses.
Comprehensive Solutions Include:
• Public Improvement District: Sustainable funding for ongoing public safety and beautification • $200,000 ARPA Investment: Immediate implementation funding • 4150 Independence Property: Exploring Public Facilities Corporation housing deal or potential fire station with police office • New Park: Child Poverty Action Lab partnership for recreational space • Coordinated City Services: Regular resource deployment across departments and non-profit partners

"I want to thank Mayor Pro Tem Tennell Atkins for his partnership throughout this process," Gracey stated. "The PID extends into District 8, and MPT Atkins has been instrumental in ensuring this initiative crossed the finish line before he left."
Multiple Property Solutions
For the vacant 4150 Independence property, originally purchased for permanent supportive housing, Gracey is exploring multiple alternatives. Initially pursuing a Public Facilities Corporation approach, he's now collaborating with Assistant City Manager Artis on the feasibility of converting it to a fire station with integrated police office. "If we can reduce crime while providing essential fire and police services, that's a win-win that serves our residents better than the original plan," Gracey explained.
Community-Driven Approach
Solutions emerged from Gracey's "D3 Forward Friday" district tours, where residents share concerns directly with their councilmember. "Our residents, all of our residents, deserve to see progress now, not promises for later," Gracey stated. "We're moving forward together, starting today."
