 The purpose of this email is to raise awareness of the Department of Housing and Community Development's monthly Developer meeting, scheduled for May 27, 2025, 2-4 P.M.
Moving forward, we will also include any general updates to our standing Notice of Funds Availability (NOFA) operations in these monthly email reminders.
The Department's development division administers the Standing Notice of Funds Availability (NOFA) to promote the development of mixed-income, affordable, attainable, and equitable housing opportunities throughout the City. The NOFA provides increased flexibility to the developer community to access gap financing through available funding sources. Developers may submit applications for affordable rental, for-sale, and housing for persons experiencing homelessness at any given time of the year. As applications are received, they are evaluated by staff, underwritten by a third party, and if recommended for funding, projects are submitted for City Council approval.
To provide ongoing technical assistance and community engagement with the developer community, including minority developers, a virtual meeting is held every 4th Tuesday of each month from 2-4 p.m. The meeting format is held live via Microsoft Teams with Housing staff. This forum provides one-on-one interaction along with a step-by-step explanation of the NOFA application process, scoring rubric, funding sources, eligible expenditures, and City processes.

Operational Updates – Effective Immediately
- Moving forward, when a NOFA (Notice of Funding Availability) proposal is denied, staff will offer to schedule a follow-up meeting with each developer to review their submission and discuss any identified deficiencies. This meeting will provide an opportunity for one-on-one engagement, allowing developers to address any questions they may have regarding their project and receive clarification on areas that may need improvement.
- The Dallas Housing Authority has informed us of their budget shortfall status with HUD and are no longer honoring any new HAP contracts for project-based vouchers at this time. Any NOFA or permanent supportive housing development projects with units requiring project-based subsidy vouchers at this time must have other subsidy commitments, including tenant-based vouchers through other sources or partners, as a requirement for the NOFA application.
