Sept. 8, 2026
The Innovative Mobility Program is accepting pre-applications for a federally funded opportunity for capital and equipment grants for shared mobility services including micromobility and microtransit that improve access to public and active transportation for under-resourced groups.
If you are interested in applying, you must submit a pre-application by 5 p.m. on Oct. 14, 2026. Below are more details and please visit our website.
What type of federally funded grant is available?
-
Capital and Equipment Grants: These grants will support investment in capital and equipment purchases for microtransit/flexible shuttle service and shared micromobility services.
- These dollars will require a 10.27% match. Applicants must apply for a minimum amount of $200,000 in grant funds per project (not including match). Approximately $5.4 million will be awarded in 2027 for Capital and Equipment Grants.
What entities are eligible to apply?
- Local, regional, Tribal, and state governments (excluding ODOT)
- Transportation providers (nonprofit or public entity)
-
Public schools, school districts, colleges, universities (nonprofit or public entity)
- Nonprofits with 501(c) status
What is the pre-application and why is it required? The pre-application is a brief form that allows interested entities the opportunity to describe their project concept. Program staff will review pre-applications to confirm entity and project eligibility. The goal is to make sure that applicants do not invest time and resources on a full proposal if the entity is ineligible to receive funds or if the proposed project may not be eligible.
What’s next? Program staff will screen each pre-application and follow up within 10 business days about the project’s eligibility. Information about how to submit a full proposal will be emailed to pre-qualified applicants on Nov. 4.

The program is funded by the Bipartisan Infrastructure Law passed by Congress in November 2021 and State of Oregon dollars. Take the Survey: Gov. Tina Kotek’s Rebuilding Transportation Vision Workgroup has launched a public survey to hear directly from Oregonians about their priorities for Oregon’s transportation system. The survey will be available until 6 p.m. on Thursday, Sept. 10. Feedback from the survey will help inform the upcoming recommendations from the workgroup that will be delivered to the governor in December.
Plan Ahead: Starting Sept. 11, 2026, all lanes of I-5 southbound will be closed through the Portland Rose Quarter between I-405 and I-84 around the clock for up to 5 weeks for repairs due to aging. One lane will remain open from I-405 to the Broadway exit at the Moda Center.
We’re urging travelers to leave early and consider options like carpooling, taking the POINT bus, Amtrak Cascades, TriMet, MAX Light Rail and the Portland Streetcar.
