Weight-Mile Tax (WMT) Changes Coming in 2027

Due to House Bill 3991 last year, we are preparing for important changes to the weight-mile tax (WMT) structure that will take effect on July 1, 2027. The new structure will greatly simplify WMT reporting requirements and administration for motor carriers.

Key Changes

  • The number of WMT tax rates will be reduced from 85 rates to 10 rates.
  • Tax weight will be the same as registration weight.
  • Vehicles will be taxed based only on the registered weight.
  • Carriers will no longer need to declare or report multiple weights for different vehicle configurations.
  • The $5 suspension fee will be eliminated.

What Carriers Should Do Now

  • No immediate action is required for your Oregon tax enrollment(s).
  • Carriers should carefully review and select appropriate vehicle registration weights at the next renewal.
  • Stay alert for additional communications providing instructions and important dates.

Additional Information: Because of this new legislation and the results of the Flat Fee Revenue Neutrality Study, several fees, including the flat fees, will also change on July 1, 2027, and again on July 1, 2029.

Looking Ahead

This is the first of many updates regarding the upcoming tax changes. We also have two system modernizations planned alongside these. For information on all of this, please visit our CCD Modernization Projects page.

We will continue to provide information, instructions and important dates.
