Pedestrian safety project on Hall Boulevard at SW Hemlock and SW Spruce streets is complete

PORTLAND – We want to thank the community for your patience while ODOT, in partnership with the City of Tigard and Washington County, completed safety improvements at two intersections on Hall Boulevard at SW Hemlock and SW Spruce streets.
We have completed pedestrian safety improvements on this section of Hall Boulevard, which is also a state highway, OR 141. New enhanced pedestrian crossings, also known as Rectangular Rapid Flashing Beacons, are now available across SW Hall Boulevard at the intersections of SW Hemlock Street in unincorporated Washington County and SW Spruce Street within the City of Tigard.
In addition, visibility and accessibility were enhanced at both new crossings and now include added buffered bike lanes, newly striped bike lanes between SW Spruce and SW Hemlock streets, new sidewalk, new lighting and improved sidewalk curb ramps to meet ADA requirements.
Project goals
The new rectangular rapid flashing beacons at these two busy intersections make it safer for people to cross SW Hall Boulevard and connect to their neighborhoods, nearby destinations like bus stops, schools, churches, restaurants and local parks.
New sidewalk and new ADA curb ramps around the intersection make the crossings safer and more accessible for everyone. Restricting parking on Hall Boulevard at SW Spruce Street increases safety by protecting pedestrians and bicyclists at the new crosswalks.
About Rectangular Rapid Flashing Beacons
Rectangular Rapid Flashing Beacons, or RRFBs, use flashing yellow lights to alert drivers that someone is crossing the street. Pedestrians activate the flashing beacons with the press of a button. We install RRFBs at crossings with high pedestrian and vehicle traffic because they can reduce crashes by as much as 47 percent, according to the Federal Highway Administration. RRFBs are a critical part of our efforts to maintain a modern and safe transportation system.
Future safety improvements on Hall Boulevard include two new Rectangular Rapid Flashing Beacons at Fanno Creek Trail and SW Omara Street in another safety project this year.
Other Recent Improvements in the Area
Hall Boulevard has seen a number of improvements recently, including enhanced pedestrian crossings with RRFBs at SW Ashford Street in Tigard, a newly rebuilt OR 217 overpass in Tigard, new sidewalk and bicycle lanes on the OR 217 overpass in Beaverton and rebuilt ADA-accessible sidewalk curb ramps in multiple locations.
