House Bill 2688 Listening Session for Public Agencies, Bureau of Labor and Industry
October 30; 1:30-3:00pm: Online MS Teams Meeting
HB 2688 applies the prevailing rate of wage to certain off-site, bespoke work that is fabricated, preconstructed, assembled or constructed in accordance with specifications for a particular public works.
The law will go into effect on July 1, 2026 and BOLI will promulgate administrative rules prior to that date. In advance of the formal rulemaking process, BOLI will hold a series of listening sessions to gather the perspectives of interested parties. These listening sessions are a great way to communicate any questions or suggestions you have related to this legislation.
BOLI will hold three listening sessions to gather feedback from interested parties, with each session focused on parties directly impacted by implementation of the law. These sessions will be held virtually via Microsoft Teams, and any member of the public may attend any of the three meetings.

Training Highlight:
Certified Environmental Construction Inspector, November 4-5, Salem
This course will provide you with practical knowledge and standard industry practices for conducting environmental construction and erosion and sediment control inspections. This course will also prepare you for verifying compliance with project requirements, as well as ODOT and/or federal mandates. The environmental construction inspector certification exam will be given on the final day of the course. After passing the exam, you will receive a 5-year certification from the ODOT Construction Training Program.

Contract Administration Training Certificate, DAS Procurement

Did you know project staff working on consultant selection procurements for federal-aid projects are required to complete the DAS Contract Administration Training Certificate? If you haven’t taken this course, or haven’t taken it recently, we recommend taking this course in Workday Learning. The DAS Contract Administration Training Certificate consists of 10 self-paced modules and provides basic procurement training necessary for administering public contracts. Questions? Indirect Cost Rate Education Series for Consultants, ODOT
Self-paced virtual training
The Indirect Cost Rate (ICR) Education Series is a set of on-demand training videos targeted at consultants provided in 8 easy to follow modules. This series outlines the purpose of reviewing and tracking actual cost information and establishing billing rates for architecture & engineering (A&E) contracts, and how to comply with the regulations once under an A&E contract, with the goal of understanding what an indirect cost rate is and how to calculate it. Although this training is ODOT-specific, it is relevant to consultants working with Certified LPAs and certified LPA staff. ODOT Billing Rate Policy Updates and New Consultant Standard
ODOT recently updated the ODOT billing rate policy for consultants. The new Consultant Billing Rate Standard provides clear procedures for establishing, revising, and maintaining billing rates. Alongside this, ODOT Procurement launched a dedicated Consultant Billing Rate website featuring forms, resources, and educational tools to support compliance with all updated policies, standards, and training materials are available now. AASHTOWare Project and Oregon Buys
When ODOT Office of Equity & Civil Rights implements the new AASHTOWare system for collecting civil rights data, all prime contractors and subcontractors will be required to have an account in OregonBuys. Registering in OregonBuys assigns a unique identifier to each contractor to ensure data can be tracked across all ODOT and local agency projects. When signing up, contractors should indicate they plan to work with ODOT. We encourage you to talk to your contractors about signing up for OregonBuys in advance of AASHTOWare implementation.
