Ongoing surveys to gather information for ODOT contracts 

 

The Oregon Department of Transportation (ODOT) engaged Keen Independent Research to help prepare three-year DBE goals for the participation of disadvantaged business enterprises (DBEs) in its federally funded contracts.

Keen Independent Research is a national economic consulting firm and have led about 200 availability and disparity studies, including the 2022 ODOT Disparity Study and the 2019 Disparity Study Update.

The current study launched in December 2024. ODOT anticipates publishing a draft availability study report and proposed overall DBE goals for public comment in June 2025.

The study team will be contacting businesses by phone in February and March of 2025 to collect information about their availability for different types of ODOT and local agency projects.

Customer Research International (CRI) will conduct these telephone surveys.

Two public meetings regarding the proposed goal will be held in June 2025. Details about these meetings will be forwarded in advance.
