Umatilla and Morrow County ADA Curb Ramps – Phase 2A

 Crews install new curb ramps on Dupont Street in Echo
Construction is underway to update curb ramps in Umatilla and Morrow counties.

Echo: Oregon Trail Road, from Leezer Avenue to Bonanza Street.
- Crews are finishing work in Echo, which began in January.

Boardman: Main Street, at the I-84 eastbound and westbound on- and off-ramps.
- Crews are in the process of removing existing ramps, forming curbs and sidewalk, and pouring concrete. They plan to have all new ramps poured by Feb. 14.

Umatilla: U.S. 730, from the east end of the Umatilla Bridge to I-82 northbound on- and off-ramps.
- Crews expect to begin construction in Umatilla the week of Feb. 17 after completing work in Boardman.

Hermiston: OR 207/Elm Avenue, from Townsend Road to the hospital entrance and OR 207/11th Avenue, from Elm Avenue to Joseph Avenue.
- Crews expect to begin construction in Hermiston in early March.
- Not all curb ramps between these locations in Hermiston will be upgraded in Phase 2A. The remaining curb ramps will be upgraded in Phase 2B, which is still under design.
Our schedule is tentative and subject to change. There are a lot of moving parts to a project in multiple communities and we will do our best to keep you updated as our work progresses. The project is expected to be completed by October 2025.
During construction, you can expect:
- Lane and/or shoulder closures.
- Flaggers, cones and signs helping direct traffic as needed.
- Sidewalk closures with temporary pedestrian detours around work zones.
- Businesses to remain open.
- Crews working 7 a.m.-5 p.m., Monday through Thursday.

Why are curb ramps important?
ADA curb ramps make it easier for people to move between the sidewalk and road. This can be helpful for those who have trouble stepping up and down high curbs.
It's also helpful for people using wheelchairs, strollers, walkers, hand carts and bicycles. These ramps make it easier for everyone to get around.
