New Rules Advisory Committee to assist Statewide Transportation Improvement Fund updates

SALEM -- As part of our efforts to make continuous improvements to the Statewide Transportation Improvement Fund (STIF) program, the Public Transportation Division will convene a Rules Advisory Committee in 2025. Starting in January and expected to meet monthly through August 2025, the committee will assist ODOT to develop STIF program rules updates to make policy and process improvements. The Oregon Legislature will be in session from January to June, so this committee can support with any updated directives that come from the legislature.
Rule changes will be presented to the Oregon Transportation Commission for approval and adoption by early 2026.
The Rules Advisory Committee will focus on the following topics:

Qualified Entities and subrecipient roles
- The roles and responsibilities of Qualified Entities and subrecipients within the STIF formula program framework.

STIF funding eligibility
- The kinds of projects that can be funded through STIF and the type of entities that are eligible to receive STIF funding.

STIF funding management
- The use and management of STIF funds, as well as rules on the distribution of funding to Qualified Entities.

Reporting requirements
- Information that STIF funding recipients are required to report to ODOT, the frequency of reporting, and reporting procedures.

Compliance and Enforcement
- Accountability to follow of STIF program rules and statutes and the consequences of noncompliance.

Definitions and clarification
- Add definitions for terms to the STIF program rules and clarify the intent of existing rules.

About the Statewide Transportation Improvement Fund
The Statewide Transportation Improvement Fund (STIF) program funds public transportation improvements across Oregon. Investments from the STIF program have helped to make transportation in Oregon more equitable and affordable by supporting reduced-fare programs, expanded service coverage, and increased service frequency to low-income communities. This program has advanced greenhouse gas emission reduction efforts by funding the transition to low-emission vehicles. Funds have also supported expanded connectivity across Oregon's multimodal network through transit service, infrastructure, and technology improvements.
