Philomath revived: Project completion marks major milestone for the city.

PHILOMATH— The City of Philomath takes a huge leap forward with the completion of the U.S. 20 Philomath Downtown Safety and Streetscape project. ODOT and our construction partners have finished a project that brings safer streets, better traffic flow, and a welcoming, more accessible downtown for everyone.

“This project is a great example of teamwork to enhance an entire community," said Christine Hildebrant, ODOT’s Area 4 Manager. "We worked closely with the city to improve safety for everyone—whether driving, walking, or biking—and to keep downtown Philomath accessible throughout construction.”

Project Highlights:

  • Pedestrian and Cyclist Safety: A two-way cycle track and a Rectangular Rapid Flashing Beacon on Applegate Street make it safer for people traveling from neighborhoods and schools to reach downtown. Additionally, new curb extensions, or “bulb-outs,” were installed to improve pedestrian safety by shortening crossing distances and slowing traffic at key intersections.
  • Downtown Look and Functionality: New timber streetlight poles improve visibility while adding character to the area. Each pole is equipped with outlets for seasonal decorations and community events, adding flexibility for downtown activities.
  • Improved Stormwater Management: The project includes visible on-site stormwater treatment features, including bio-filtration swales and cells along Main Street. These facilities, along with an offsite water quality treatment facility, help filter and clean runoff before it flows into the Marys River, benefiting local plants and wildlife.
  • Updated Traffic Signals: Signals at 9th and Main, 13th and Main and 13th and Applegate now include radar detection and wireless connections, helping traffic flow and improving ADA access. These features help ensure safer crossings for all.

Construction came with challenges, especially keeping traffic moving during the roadway rebuild, which required changes in road height. To reduce disruptions, crews kept at least one lane open and provided temporary access to businesses and side streets.

To celebrate the project’s completion, the city held a ribbon-cutting event, attended by community members, local leaders, and ODOT representatives. Despite rain, attendees gathered to mark the teamwork that made these improvements possible. Speakers included Mayor Chas Jones, Representative David Gomberg, City Manager Chris Workman, ODOT representatives, and others, who all thanked the community and partners for their support.
