Doing Business with Transit: ODOT’s Intermodal Civil Rights

Did you know public transportation providers throughout Oregon benefit from federal funds, which may present valuable contracting opportunities for your business? We play a crucial role in supporting these providers, offering planning, capital, and operating assistance through Federal Transit Administration funds. Additionally, the Intermodal Civil Rights Program offers technical support and outreach to enhance public transportation and passenger rail programs across the state.

Carroll Cottingham serves as the Intermodal Civil Rights Programs Manager at ODOT, advancing equity in transportation by providing technical assistance to public transit providers and helping businesses find contracting opportunities. With over 15 years of experience in public service, Carroll has collaborated with local agencies to enhance access to public services and public spaces. Originally from the Midwest, he now resides in Salem, Oregon and does his best to keep up with his school age kids.

Emerging Small Business Program Contract Opportunities
ODOT’s Emerging Small Business Program offers contracting opportunities across the state. These projects are set aside for exclusive bidding by certified ESBs. Upcoming ESB Projects include building remodels, fencing/gates, irrigation, tree trimming/brushing, LENEL, paving, lighting, stockpile clean-up, culvert replacement, camp clean-up, painting, and more.

 Bentley Software Training Courses
ODOT is offering engineer application trainings for business partners to create and maintain proficiency in the various Bentley CADD applications, including MicroStation and OpenRoads Designer. The MicroStation course focuses on the drawing tools for all CADD applications while the OpenRoads Designer course focuses on the Civil product used to create alignments, corridors, surfaces, and reports. All courses are virtual.

Zack Sheets, owner of Sheets Trucking and Excavation, showcases the opportunities available for small businesses in Oregon. With a background in logging and a passion for entrepreneurship, Zack has built a thriving company specializing in trucking, earthwork, landscape design, and land management. His hard work, determination, and Emerging Small Business Certification have helped him secure several Oregon Department of Transportation contracts via Oregon Buys.
Initially intimidated by the prospect of bidding on government contracts, Zack attended a workshop at Rogue Community College to learn the procurement process. The workshop, held by the Oregon APEX Accelerator, provided him with the essential tools and knowledge to compete for government contracts.
"Getting my first contract was a game-changer," Zack recalls. "It gave me the confidence to pursue more contracts. I like that the system allows me to compete with bigger companies on a level playing field."
Zack's first successful bid was a litter removal contract with ODOT. While not directly in his company's wheelhouse, he was thrilled to win the contract. It not only contributed to the beautification of Oregon's highways but also provided valuable recognition for his business.
As Zack's business grows, he’s committed to building strong relationships with ODOT and other government agencies. "The most important thing I've learned is that building relationships is key," Zack says. "When I first started, I had a lone wolf mentality; I thought having the equipment and experience would be enough for the jobs to come. Getting to know people in the industry, demonstrating our capabilities, and building meaningful relationships has helped expand the opportunities for my business."
For those considering certification or pursuing ODOT contracts, Zack offers this advice: "Don't be afraid to take the leap. The process might seem challenging, but the rewards are worth it. With guidance from the Oregon APEX Accelerator and a little determination, you can achieve your goals."
