Federal formula grants now open for enhanced mobility and rural public transportation
The Oregon Department of Transportation’s Public Transportation Division is now accepting applications for the following Federal Transit Administration (FTA) formula grant programs:
- Enhanced Mobility of Seniors and Individuals with Disabilities (FTA Section 5310).
- Formula Grants for Rural Areas (FTA Section 5311).
Applications are due by 5:00 p.m. on Nov. 20, 2024. PTD will provide a webinar on Sep. 18 at 11:00 a.m. to give more information and instructions on how to apply. Please reach out to Jori Messner if you are interested in the webinar or have any questions.
These federal grant programs offer funding for public transportation projects. Funding is available for capital, operations, administration, purchased service, and mobility management projects (eligible assistance categories vary by funding source). There will be an estimated $54.8 million available for this cycle of funding.
This notice includes solicitation information specific to the fiscal year 2025-2027 Federal Formula Grant Solicitation funding cycle. Program guidance, including subrecipient funding allocations, can be found on the Public Transportation Division’s funding opportunities webpage.

Funding Availability
Section 5311 funds are distributed to prequalified subrecipients operating transit services in rural communities with populations of fewer than 50,000 people. Subrecipients include public agencies, non-profit organizations and tribal governments.
Section 5310 funds are distributed to prequalified subrecipients including counties, mass transit districts, transportation districts, transportation service districts, tribal governments, cities, councils of government and private nonprofit organizations. There are some exceptions.

Application Submission
