Solicitation Notice for Fiscal Year 2025-2027 Statewide Transportation Improvement Fund Formula Program
Qualified Entities: Get ready to submit your applications to receive funding from the Statewide Transportation Improvement Fund (STIF) Formula Program!
This notice only includes solicitation information specific to the fiscal year 2025-2027 funding cycle. General program guidance can be found in the STIF and STN Guidebook.

 Funding Availability
We will share estimates of funding availability as soon as they are available.
Eligibilities
Only Qualified Entities are eligible to apply for STIF Formula funding by submitting STIF Plans.
Other entities, including public transportation service providers, nonprofit organizations, and private for-profit organizations that provide public transportation services, are eligible to receive funding as sub-recipients by submitting project proposals for consideration by the Qualified Entity's STIF Advisory Committee.
Eligible projects include:
- Capital projects such as vehicles, facilities, equipment, technology, and transit-supportive bicycle, pedestrian and shared mobility infrastructure;
- Operations projects including fuel, staff wages, maintenance;
- Planning and research projects;
- Project administration; and
- Program reserves and project contingency.
STIF funds may not be used for light rail capital expenses. However, they may be used for light rail operations expenses.
Client-only transportation projects are eligible only if they are part of a planned and coordinated community transportation program.
Training Opportunity
We will provide a webinar on September 11 at 1 p.m. – 2 p.m. to offer an overview of this solicitation and highlight key components of the application. Two drop-in Q&A sessions will be held. The first will be on September 25 at 11 a.m. – 12 p.m. The second drop-in session will be held on December 3 at 2 p.m. – 3 p.m.

Application Submission
Applications for the 2025-2027 solicitation are due to us no later than January 16, 2025, at 11:59 p.m.
The application form and instructions will be released via GovDelivery on August 27.
