On August 8, 2023, US Department of Labor posted revised rules for the administration and enforcement of Davis-Bacon labor standards that apply to federal and federally assisted construction projects. The revised rules will become effective in early October. These seminars will discuss the provisions of the revised rule. Following the seminars, US DOL will be hosting four virtual Q&A sessions relating to the revised rule. Equity in Roadway Safety Webinar and Workshop, FHWA

Join FHWA to learn about innovative strategies and tools to conduct meaningful public involvement with underserved communities in roadway safety planning and project development. This session includes a presentation on USDOT’s Promising Practices for Meaningful Public Involvement in Transportation Decision-Making and Vision Zero Network tools and resources, followed by a workshop session. ER Program Update, FHWA/ODOT

This training will cover the basics of the FHWA ER program including a program overview, how to complete the paperwork, what qualifies as a reimbursable damage site, and provides newly developed guidance on purchasing for permanent repair projects. The first hour will be general training, the second hour will be more ODOT-project specific. Staff from ODOT’s Emergency Operations and Project Delivery programs will present. Questions? ADA Curb Ramp Inspection Training, Written Exam and Field Exams, ODOT

Certification Training and Written Exam: self-paced online webinars

Field Exams: September 27-28; October 11-12, 25-26; all day: Salem

The online ADA Curb Ramp Inspection course provides some guidance on the Americans with Disabilities Act (ADA) as it relates to Oregon Department of Transportation (ODOT) facilities. This course is the prerequisite to an electronic exam and a field exam to qualify for a 2-year certification. The self-guided online certification training covers the use of ODOT ADA Curb Ramp Inspection Forms 734-0520 series, and the ODOT ADA Push Button Inspection Forms 734-5245 series. The curriculum includes the use of tools, inspection practice and measurement. It also covers how to submit the forms and where to send them.

This course is required for anyone who would like to become newly certified or recertified as an ODOT ADA Inspector or ODOT ADA Contractor. Designers may also go through the training for continuing education credits; and are not required to complete the exams unless they wish to be qualified for certification.

The final field exams for 2023 will be offered in Salem on various dates in September and October. If you need to complete the field exam in 2023, complete the required online training and exam and register for a field exam soon!

Basic Residential Relocation under the Uniform Act and Basic Nonresidential Relocation under the Uniform Act, FHWA

October 2 and December 5; hybrid self-paced and live online webinars

The FHWA’s National Highway Institute (NHI) is offering two Relocation Program web-based training courses, FHWA-NHI-141055 Basic Residential Relocation Under the Uniform Act and FHWA-NHI-141056 Basic Nonresidential Relocation Under the Uniform Act. Each course is presented in a hybrid model consisting of on-demand, self-paced Web Based Training (WBT) lessons, followed by live instructor-led Web Conferencing Training (WCT) lessons.

These courses are designed to build proficiency in understanding and implementing the Uniform Relocation Assistance and Real Property Acquisition Policies Act (Uniform Act) Relocation Program and 49 CFR 24 requirements. The courses include interesting case studies that prompt diligent application of the law, and enable participants to advance their knowledge, skills, and abilities to hone relocation expertise for in-practice application.

For FHWA-NHI-141055, there is one offering scheduled during the remainder of 2023, with a tuition cost is $300 per participant. Register here for the fall session beginning October 2.

For FHWA-NHI-141056, there is one offering scheduled during the remainder of 2023, with a tuition cost of $100 per participant. Register here for the session beginning December 5.

Accessibility Guidelines for Pedestrian Facilities in the Public Right-of-Way, US Access Board

October 5; 11:30 am - 1:00 pm: live online webinar

Pedestrians with disabilities throughout the United States continue to face major challenges in travel because many sidewalks, crosswalks, and other pedestrian facilities are inaccessible. Recently, the U.S. Access Board issued a final rule on the Public Right-of-Way Accessibility Guidelines (PROWAG). The next webinar in the U.S. Access Board's free monthly series will address the requirements in these guidelines, specifically highlighting changes from the proposed draft that was published in 2013. Presenters from the Board will review many aspects of PROWAG, including how federal, state, and local government agencies can make their pedestrian facilities, such as sidewalks, crosswalks, shared use paths, and on-street parking, accessible to people with disabilities. Presenters will also cover the minimum technical requirements for various spaces and elements in the public right-of-way, such as pedestrian access routes, pedestrian signals, curb ramps and blended transitions, detectable warning surfaces, transit stops, and street furniture.

Contract Administration Core Curriculum Training, FHWA

October 24-25 or October 26-27; 8:00 am - 5:00 pm: Oregon City (Clackamas Community College)

ODOT is pleased to host National Highway Institute’s FHWA Contract Administration Core Curriculum course for ODOT and local agencies. The purpose of this course is to explain basic Federal-aid requirements; promote awareness of FHWA policy; facilitate familiarity with the Contract Administration Core Curriculum (CACC) manual; and allow supervised practice activities using the manual to find information. By engaging in a variety of in-class exercises and case studies, participants will become familiar with the CACC Manual and learn how to use it as a daily resource.

This course is designed for Federal Highway Administration (FHWA) Division Office personnel and state/local government agency personnel who must read, interpret, and apply Federal regulations and guidance that affect the administration of Federal-aid contracts.

2023 Prevailing Wage Seminar with Davis-Bacon Act Q&A, US Department of Labor

October 31 (changed from September 13); 10:30 am - 12:30 pm: live webinar

The Wage and Hour Division Prevailing Wage Seminars are compliance trainings designed for regional stakeholders (e.g., unions, private contractors, state agencies, federal agencies, workers). In these seminars, participants will learn about the Davis-Bacon Act and McNamara-O'Hara Service Contract Act, related Executive Orders, the process of obtaining wage determinations and adding classifications, compliance assistance and enforcement processes and the process for appealing wage rates, coverage, and compliance determinations.

Note: Date changed to October 31 to allow for incorporation of information related to the newly revised rules relating to Davis-Bacon administration and enforcement that will become effective in October.

Writing a Statement of Work, DAS Procurement

November 1; 8:30 am - 4:30 pm: live webinar

In this course, you will use a statement of work writing guide to create a statement of work. This class will help you determine likely weak points, questions to ask, and how to improve your statement of work. The class will also provide valuable writing tips, pointers on the use of terms such as shall-must-may-will, and steps in writing a statement of work.

Although this course is not transportation-specific, it is recommended for project staff who are involved in consultant selection for federal-aid projects.
