PURPOSE:
- To provide notice and promote awareness of the Architectural and Engineering (A&E) and related services Statement of Work (SOW) Library, which is available for use by Certified Local Public Agencies (LPAs).
- To provide information on 2022 updates to the Statement of Work Library Task Language Templates for Certified Local Agency Projects.
BULLETIN INFORMATION:
1. Background: ODOT staff, representatives from the American Council of Engineering Companies, and Certified LPA staff collaboratively developed standardized statement of work task templates for use on Certified LPA federal-aid projects. The work group used prior versions provided by ODOT and stakeholders to synthesize common templates of each task. The original collection of templates was approved for use in September of 2017. State, local, and consultant subject matter experts provided much of the content and reviews for each task, while a core project team led by ODOT finalized each document. In 2020 and 2021, the Certification User Group (CUG) Standards subcommittee developed the first Certified LPA-specific set of statements of work.
2. Use and Applicability: Use of the standard statement of work tasks on Certified LPA projects is considered best practice. Per Section C, Chapter 6 of the Local Agency Guidelines for Certified Local Public Agencies (LAG), Certified LPAs must use the Environmental statement of work template. Environmental statements of work for LPA federal-aid projects must be approved by ODOT Region Environmental Staff. Per Section C, Chapter 12 of the LAG, use of the Right of Way task language and review with ODOT Right of Way is recommended because ODOT retains approval of staffing plans for right of way acquisition and appraisal activities on federal-aid projects.
3. 2022 Updates to the Statement of Work Library: In 2022, the CUG Standards subcommittee updated the following templates: Task 1 (Project Management), Task 2 (Survey), Task 11 (Bridge Design), Task 13 (Design Acceptance Package), Task 14 (Right of Way), Task 15 (Plans, Specifications & Estimate).
The following templates are new additions: Task 3.4 (HazMat) and CA/CEI SOW for Certified LPAs.
4. Statement of Work Library Contents: ODOT’s Statement of Work Library page includes statement of work resources and templates primarily for Architectural and Engineering and related services. Certified LPAs should use the templates located under the drop down “Task Language Templates for Certified Local Agency Projects.” Use the latest version of each statement of work template posted to the page.
The statement of work templates listed below are for use on Certified LPA projects. Each template is for each task that is part of the full-service or project-specific contract. These templates may be edited to suit your project needs. The last update is in parentheses.
5. Update and review process: The CUG Standards subcommittee coordinates an annual review and update of Certified LPA templates in conjunction with ODOT technical resources.
