Independent Highway Cover Assessment Online Open House Extended to May 10!

We are excited to announce that the second of three highway cover online open houses will now remain open through Monday, May 10.
You are helping us envision what the I-5 Rose Quarter Improvement Project highway covers can become and how we can best create economic and community development opportunities that knit the Albina community together. The highway covers have the potential to add economic value through redevelopment that truly reconnects the community. The space could be used for affordable housing, local businesses, or community organizations and open spaces that reflect the historic Albina community.
We still need your help to use the community vision to refine potential cover concept scenarios and assess how the design of each cover concept supports the desired outcomes for neighborhood revitalization and restorative justice. Your input is important and will inform and guide the direction of how the I-5 highway covers support the Albina neighborhood vision for generations to come!

As a reminder, in response to direction from the Governor and requests from project stakeholders, the Oregon Transportation Commission directed ODOT to retain a consultant team of local and national urban design, engineering, and environmental experts to conduct an independent assessment of the highway cover designs included in the I-5 Rose Quarter Improvement Project. The requests from Metro, Multnomah County, City of Portland, Portland Public Schools and Albina Vision Trust shaped the creation of the independent assessment process.
The Independent Highway Cover Assessment Team is holding a total of three online open houses this summer to help the team define options for what the future highway covers can look like, assess the benefits of each and evaluate how they can function to reconnect the Lower Albina area to the rest of the historic community.
Considering how to rebuild the neighborhood, promote economic development, and better serve the historic Albina Community, the team will work to incorporate community feedback to develop three design scenarios for the highway covers with influence from the Historic Albina Advisory Board and guidance from the I-5 Rose Quarter Improvement Project’s Executive Steering Committee. The team is also seeking direct input from Black community members from the historic Albina neighborhood and other stakeholders through a series of virtual workshops and is inviting broader community input through online open houses, surveys, and public comment opportunities.
In response to Governor Kate Brown’s directive to “Stay Home, Save Lives,” all Project public meetings are being held on a virtual platform.
