Coronavirus Response and Relief Supplemental Appropriations Act Information

The Federal Transit Administration (FTA) has announced additional funding to support public transportation systems during the COVID-19 public health emergency.  The Coronavirus Response and Relief Supplemental Appropriations Act of 2021 (CRRSAA) provides $14 billion nationally to help public transportation systems continue to serve the millions of Americans who depend on them.  More information is available on the FTA CRRSAA website.  

The bulk of the funding, $13.27 billion, is allocated to large and small urban areas; $678.2 million is allocated to rural areas and tribes; and $50 million is allocated for the enhanced mobility of seniors and individuals with disabilities.  Similar to the CARES Act, the funding will be provided at 100% federal share, with no local match required.

Oregon’s share of this funding includes both funds directly distributed by FTA to Section 5307 and Section 5311(c) recipients, and funds distributed to ODOT Public Transportation Division (PTD).

FTA direct recipients determine how to allocate funds awarded to them.  ODOT PTD is the direct recipient of a combined $2,790,275 in Section 5311 funds and Section 5310 funds.  PTD is currently reviewing options for distributing the CRRSAA funds, as well as the remaining unallocated CARES funding from the initial federal relief package. 

PTD will engage stakeholders to develop its plan for distribution to subrecipients, and anticipates a final decision approved by the Public Transportation Advisory Committee (PTAC) at its March 1, 2021 meeting.  Information about possible distribution methods will be available, as part of March PTAC materials, by February 22, 2021.  Written comments about possible distribution methods should be submitted to PTD by February 25, 2021, and verbal comments will be accepted at the March 1, 2021, PTAC Meeting.    For more information, please visit the Public Transportation Advisory Committee website.
