 The SFY 2026 Intended Use Plan Draft is Now Available!
The Oklahoma Water Resources Board (OWRB) is pleased to announce the release of the draft State Fiscal Year 2026 Clean Water State Revolving Fund (CWSRF) Intended Use Plan (IUP).
This document outlines our proposed strategies for prioritizing and funding wastewater and water quality improvement projects across Oklahoma. It also includes the draft Project Priority List (PPL), which highlights projects identified for the upcoming year.
Important Note on Loan Forgiveness
While the draft IUP includes estimated CWSRF loan forgiveness availability, the final list of projects that will receive loan forgiveness has not yet been determined. This is due to a delay in federal funding allocations.
Once the allocations have been processed, loan forgiveness funding information will be available.

The IUP public comment deadline is 5:00 p.m. on Friday, June 13, 2025. Comments can be submitted to FAD@owrb.ok.gov.

Stay safe – here’s what to do: ✔️ Always verify any changes to banking or payment instructions with a known, trusted contact—call them directly. ❌ Don’t rely on email alone or unfamiliar contacts for financial transactions. 🚫 If something feels off, don’t process the payment. 📢 Report suspicious requests immediately.

 Emergency Funding Available for Eligible Projects
The OWRB has Emergency Grants up to $100,000* available to help communities repair and recover from unforeseen events.
Eligible Projects Include:
- Water supply reservoirs
- Storage tanks
- Water supply treatment and distribution systems
- Wastewater collection and treatment systems

*Emergency Grants require a 15% local match of the total project cost. Each project is eligible for a maximum of $100,000 per fiscal year. Grant funding may be available for emergencies that could not have been avoided with reasonable care and cannot be reasonably financed without OWRB assistance.

 New Statewide Septic Tank Assistance Program Providing Funding to Oklahoma Homeowners
Several Oklahoma state agencies including the Oklahoma Conservation Commission, the Grand River Dam Authority, the Oklahoma Water Resources Board, and the Oklahoma Department of Environmental Quality (ODEQ) have joined forces to provide financial support to homeowners needing to repair or replace failing septic systems—protecting both families and water quality.
This program offers:
✅ Up to $15,000 in reimbursements for qualified homeowners ✅ Free soil profiles provided by the ODEQ ✅ Funding available on a first-come, first-served basis
