MPD arrests 11 following confrontation outside Minneapolis City Hall

August 22, 2026 (MINNEAPOLIS) — Minneapolis Police arrested 11 people following a confrontation between opposing groups at a planned demonstration outside Minneapolis City Hall on Saturday.

MPD had been aware of the planned demonstration for several weeks and developed a robust Incident Action Plan in preparation for the event. The plan included barriers outside City Hall intended to provide safe separation between demonstrators and vehicle traffic as well as strategically placed resources for quick deployment. 

MPD’s priority throughout the event was to protect public safety, separate opposing groups, prevent further violence and make arrests when probable cause existed.

At approximately 11:50 a.m., Jake Lang arrived near S 4th Street and 3rd Avenue with six other individuals traveling in two vehicles.

Preliminary information indicates that both vehicles illegally drove onto the sidewalk adjacent to City Hall and traveled eastbound at a very slow speed toward a crowd gathered on the sidewalk.

Almost immediately, a confrontation developed between members of the crowd and individuals associated with the vehicles. Chemical irritant, believed to be mace, was deployed during the confrontation, potentially by individuals associated with opposing groups.

MPD officers immediately responded, surrounded the vehicles and worked to move them off the sidewalk and away from the crowd. Officers were struck by thrown objects while removing the vehicles from the area and after the vehicles departed.

MPD communicated the vehicles’ direction of travel to law-enforcement partners, and both vehicles were subsequently stopped.

The Minnesota State Patrol stopped one vehicle near Washington Avenue and southbound I-35W. MPD officers arrested all three occupants on probable cause riot, and the vehicle was impounded.

Those arrested and booked into the Hennepin County Jail were:

  • Eric Wayne Dawson, 53
  • Stephen Edward Major, 42
  • Matthew Pike Oduguwa, 33 — Oduguwa was transported to a hospital for evaluation of chest pain and was booked into the Hennepin County Jail after he was medically cleared.

Bloomington Police stopped the second vehicle near Lindau Lane and IKEA Way. MPD officers arrested all four occupants on probable cause riot.

Those arrested and booked into the Hennepin County Jail were:

  • Charles Oscar Miles Jr., 73
  • John William-Kei Irwin, 32
  • Jayden Daniel Scott, 23
  • Edward Jacob Lang, 31 — Lang was transported to a hospital for evaluation of an apparent non-life-threatening injury that was not related to his arrest. He was booked into the Hennepin County Jail after he was medically cleared.

Four additional arrests occurred outside City Hall.

  • Tanner Duncan, 29 — arrested for disorderly conduct and obstructing legal process.
  • William Nicholas Love, 33 – arrested for assault.
  • Matthew Norby, 37 — arrested on probable cause riot. Norby was transported to a hospital for evaluation of chest pain and was booked into the Hennepin County Jail after he was medically cleared.
  • Lucas Kaducak, 22 — arrested for disorderly conduct.

Three MPD officers suffered apparent non-life-threatening injuries during the incident. One of those officers was transported to a hospital for evaluation and was released.

Officers responded to Hennepin healthcare and took the report from a man who was assaulted in front of city hall. 

The investigation remains active. Investigators are reviewing available evidence, including video of the incident, and additional arrests or charges remain possible as the investigation continues.

Crowds from the demonstration eventually dissipated and cleared the area by 2 p.m.

MPD is grateful to the Law Enforcement Partners who assisted including the Minnesota State Patrol, the Metro Transit Police, and the Bloomington Police Department.

Chief Peterson also expressed his gratitude for the professional, dedicated, courageous and effective efforts of the men and women of the Minneapolis Police Department who served during today’s events.
