Something exciting is happening at Lowry & Penn and I want you to be part of it. This intersection is the heart of our Northside. For years, neighbors have dreamed of seeing it come alive again with local businesses, new housing, and spaces that truly reflect the spirit of our community. Now that moment is here!
At City Hall I have asked developers to share their best ideas for these public sites, and five creative teams have been chosen for final consideration. Their proposals range from a local market and affordable apartments, to youth-centered housing, small-business spaces, and even senior living options. Each idea brings a new way to make Lowry & Penn a vibrant, welcoming hub for North Minneapolis.

But before any decision is made, I want our communities voices heard!
You may have seen this city survey circulating around, but I want the people who live and work and call this place home to please take a few minutes to review the proposals and complete the community survey before Friday, October 31.
Don’t just pick your favorite project, tell us what features matter most to you and our community:
- Do you want more affordable homeownership?
- Spaces for artists and entrepreneurs?
- Community gathering places?
- Safe Housing for Seniors?
- Owner occupied townhomes?
- Retail?
Your feedback will help shape what gets built and ensure this development reflects OUR priorities.
