Ward 1 News from Council President Elliott Payne

September 25, 2025

A message from Council President Elliott Payne

Hello neighbors,

I know that many Ward 1 students and families received notice today that their school was on lockdown and you might have seen an increased police presence around your school or neighborhood. This was out of an abundance of caution. The situation is now resolved without incident and squads have begun leaving the scene. Thanks to the swift response from MPS and our 2nd precinct team and I’m sorry to all the students and families that this is a reality we have to deal with in our country.

At today's City Council meeting we took action on 55 items items forwarded to us from our standing committees, received notice of 2 ordinances being introduced, referred 3 ordinances to committee for consideration, and approved 2 honorary resolutions. We passed a commercial property advance notice of sale ordinance that would require advance notice to the City of a proposed sale of commercial property within an established Cultural District (like Central Ave), as well as certain properties near University Ave Se and Washington Ave N near the Mississippi river. The opportunity to have more notice and transparency around sales happening within cultural corridors like Central Ave is a no-brainer, and I was proud to support this ordinance. You can read the staff presentation on this ordinance to learn more.

Lastly, I want to point out that there's more information below in this newsletter on the fire in our Ward last night where someone tragically died. This is the 3rd fire near Central Ave since September 5th. We will be having a community meeting with the Fire Department on Wednesday October 8th which you can read more about below.

Best,

Elliott

Ward 1 Community Budget Meeting

Make a difference: Serve on a board or commission, apply Sept. 1-30

Serving on a City board or commission is your chance to directly shape policies that affect daily life, like housing, transit and public safety. Your voice brings fresh perspective and drives transparency in City decisions.

Most boards meet monthly, and it’s a great way to gain valuable skills, build relationships with community leaders, and grow your understanding of local government.

Right now, Minneapolis is accepting applications for several boards. Opportunities include:

  • The Northside Green Zone Task Force discusses priorities for turning environmental injustice into justice and identifies the health disparities in our neighborhoods, and decides how to address them.
  • The Minneapolis Commission on Civil Rights works to promote and enforce civil rights across the city.
  • The Heritage Preservation Commission safeguards the city’s historic and cultural legacy.
  • The Workplace Advisory Committee advises City leaders on employee and workplace issues.

Ready to get involved? Explore current openings, and apply Sept. 1-30.

Early voting has begun for Nov. 4 election

Early voting is now underway for the Nov. 4 municipal election. Ballots may be cast early by mail or in person at the Early Vote Center, 980 E. Hennepin Ave.

Early voting began Friday with the City mailing out 12,640 requested mail-in ballots to Minneapolis voters – a record for a municipal election. Another 351 people voted at the Early Vote Center on the first day.

Voters who applied for mail-in ballots should allow up to seven days for their ballot to arrive and plan an equal number of days for returning the completed ballot. All mail ballots need to be received by Election Day, Nov. 4, to count. Important change: Mail ballots that are dropped off in person must be returned to the Elections & Voter Services office, not polling places, by 5 p.m. Nov. 4.

The Early Vote Center is open for early voting in person 8 a.m.-4:30 p.m. Monday-Friday. Voters can also cast their ballot by mail or by dropping off a ballot. More locations and hours will open up over the election season.

Find more details about voting on the City website.

Help protect our drinking water

Sept. 28-Oct. 4 is Source Water Protection Week. Protecting our source – the Mississippi River – keeps it swimmable, fishable and drinkable. You can help.

How to make a difference

Together, we can protect our waters and the river that supplies our drinking water.

  • Don’t feed ducks or geese. It leads to crowding and increases droppings near shorelines.
  • Avoid overwatering lawns, and keep water, grass and debris from washing into storm drains.
  • Use mindful seasonal maintenance: use less salt in winter, and sweep up grass clippings and leaves.
  • Let lawns dry out between watering; don’t let sprinklers cause runoff.
  • Pick up litter and pet waste.
  • Sign up for Adopt-a-Drain and help keep storm drains clear from materials that would run into our water bodies.

Voter registration

If you’ve never voted before and need to register, now’s the perfect time. If it’s been more than four years since you last voted, or you’ve moved or changed your name since you last registered, you’ll also need to re-register.

Register ahead of time

You can register to vote online. You can use this same registration link to update your current name or address on your registration.

Unsure if you’re registered at your current address? You can use the online lookup tool to check your registration.

Register when you vote

You can also register to vote in person when you vote early or vote on Election Day.

You’ll need to show proof of residence. Certain types of ID can be your proof of residence, but there are other options that don't require an ID. Be sure to read all your options and come prepared.

Minneapolis Elections & Voter Services is responsible for administering elections in the City of Minneapolis. For information about registering and voting in Minneapolis, visit the City website.
