Minneapolis City Council Approves New Cannabis Business Regulations, Prioritizing Safety, Equity, and Public Health
Minneapolis, MN — The Minneapolis City Council has enacted new cannabis business regulations to establish a safe, accessible, and equitable local cannabis industry. This ordinance, introduced by Council Member Osman and co-authored by Council Member Chowdhury, sets forth zoning and operational standards for cannabis dispensaries, production facilities, and hemp edibles businesses. The regulations aim to foster economic opportunity while upholding community safety and health and ensure compliance with the State Office of Cannabis Management.
“Minneapolis has always been early to adopt and improve upon new rules and regulations,” said Council Member Jamal Osman. “I’m proud of the excellent work our staff has done here to make sure we are ready to support the first round of applicants by having these policies on the books.”

The ordinance designates permitted areas for cannabis businesses while mandating strict guidelines around sensitive locations, such as schools. It also introduces environmental and safety standards, ensuring that the industry’s growth prioritizes public health and neighborhood harmony. Through proximity restrictions and industrial area size requirements, Minneapolis aims to manage neighborhood impact and create equitable entry for local entrepreneurs.
“These regulations ensure that the growth of the cannabis industry in Minneapolis reflects our city’s values,” said Council Member Aurin Chowdhury. “By establishing clear guidelines, we are supporting economic opportunities that are safe, responsible, and inclusive for all residents.”
The City of Minneapolis will continue to monitor and adapt these regulations as the industry evolves, reaffirming its commitment to balancing economic growth with community well-being.
