September, 20th - Minneapolis Police Chief Brian O'Hara said today the department's rapid response, crime spree saturation strategy worked successfully on two occasions this past week resulting in the arrest of a man wanted for two homicides and a non-fatal shooting on Wednesday as well as the apprehension of three suspects who brazenly robbed multiple victims at gunpoint overnight.
O'Hara developed and operationalized the Robbery Pattern Protocol earlier this year following a wave of violent aggravated robberies. The protocol is put in place when there's a sudden spike in violent crime anywhere in the city. All squads on non-emergency calls quickly redeploy and saturate the area where a crime spree is taking place. The goals are to abruptly end the violence and apprehend any and all suspects. MPD also immediately requests help from its law enforcement partners.
Early this morning, following reports of three violent aggravated robberies in a 45-minute span along Lake Street in the Uptown area of South Minneapolis, Minneapolis police activated the Robbery Pattern Protocol. MPD officers and deputies from the Hennepin County Sheriff's Office flooded the area. Meanwhile, the Minnesota State Patrol's helicopter tracked the suspects into North Minneapolis in a vehicle they allegedly carjacked at about 10:15 pm in South Minneapolis. Officers pursued them before the driver and two passengers bailed out of the vehicle at 84th Avenue N and Regent Avenue N. Officers arrested one adult and two juveniles near that location. The adult was booked into the Hennepin County Jail while the juveniles were booked into the Juvenile Detention Center on probable cause aggravated robbery charges.
MPD also utilized the same crime spree saturation strategy to track down the man wanted for two murders near homeless encampments and a non-fatal shooting on Wedensday. Important details are license plate numbers, vehicle description, height, weight, sex, race, hair color, and hairstyle of individual suspects, clothing descriptions of suspects, and the number of suspects with their direction of travel. At approximately 10:15 pm near Lake St W/Colfax Ave S, a group of males took a man’s bag containing his keys and left the area in the vehicle. 24-269497
Around 12:43 am in the 3400 block of Emerson Ave S, a group approached a man began assaulting a man and demanding his property. The man was transported by EMS to Hennepin Healthcare Hospital with apparent non-life-threatening injuries. 24-269678
Another robbery occurred around 12:58 am in the area of Lake St W/Humboldt Ave. A man was sitting in his vehicle when he was approached by a group of males who began going through his pockets and striking him. The man received treatment on scene from EMS. 24-269690
The final robbery occurred around 1:26 am in the 2800 block of 31st St W. The victim was approached by a group who began assaulting them. The group left the area in the victim’s vehicle. 24-269497.
