Greetings Ward 11,

The City of Minneapolis has declared a Snow Emergency beginning today, Feb. 22, Snow Emergency Parking Rules will take effect beginning at 9:00 PM tonight. When a Snow Emergency is declared, parking rules take effect so plows can clear the streets, plows can only clear the full width of the street if all individuals follow the parking rules.

Winter Parking Restrictions will resume once the three-day Snow Emergency ends. When Winter Parking Restrictions resume, parking will then be banned on the EVEN numbered side of non-Snow-Emergency routes until April 1, unless conditions allow the City to lift the ban earlier.

Snow Emergency Parking Rules:

  • 4:00 PM todayFeb. 22: You may move your vehicle off of Snow Emergency Routes and onto either side of streets that are not Snow Emergency Routes. 
  • 9:00 PM today, Feb. 22 to 8:00 AM Thursday, Feb. 23 (Day 1): No parking on the  side of a Snow Emergency route until 8:00 AM, or the street is fully plowed.
  • 8:00 AM-8:00 PM Thursday, Feb. 23 (Day 2): No parking on the EVEN numbered side of a non-Snow Emergency route until 8:00 PM, or that side of the street is fully plowed, or on EITHER side of a parkway until 8:00 PM, or the parkway is fully plowed.
  • 8:00 AM-8:00 PM Friday, Feb. 24 (Day 3): No parking on the ODD numbered side of a non-Snow Emergency route until 8:00 PM, or that side of the street is fully plowed.
  • 8:00 PM Friday, Friday 24: Winter Parking Restrictions resume, do not park on the EVEN numbered side of non-Snow Emergency routes.

Off-Street Parking Options

The City and partners have made several off-street parking options available for MPLS residents.

  • Off-street parking available for free now through Feb. 28:
    • Farmers Market Lot, 225 East Lyndale Ave.
    • Salvation Army Lot (4th St. N. Lot), 601 North 4th St. 
    • CLOSE TO CAPACITY: Vineland Ramp, 727 Vineland Place
    • FULL: Basilica Lot, 13 North 17th St. 
    • FULL: Lyn-Lake Lot (Garfield Lot), 2940 Garfield Ave S
  • Off-street parking available for free now through 7:00 PM Feb. 26:
    • Seven Points Parking Ramp, 1375 W 31st St. 
    • MoZaic Art Parking Ramp, 1340 Lagoon Ave.
  • $1/day parking. Available after 6:00 PM today, Feb. 21 through Feb. 28:
    • Ramp A is subject to event rates the following dates/times:
      • 4:00 PM-8:00 PM Friday, Feb. 24
      • 4:00 PM-8:00 PM Saturday, Feb. 25
      • 4:00 PM-7:00 PM Sunday, Feb. 26
    • Ramps B and C subject to regular/event rates.

Clear Sidewalks, Garbage and Recycling Carts, Fire Hydrants of Snow and Ice

Clear your sidewalk of snow and ice all winter to keep the City of Minneapolis accessible for everyone, many in our city rely on the sidewalks to get to work, school, errands, appointments and more.

One-and-two-family dwellings have 24 hours after the snow stops to clear their sidewalks. All other properties must have clear sidewalks within four hours. If you don’t clear your sidewalk, you could get a warning letter and bill from the City to remove snow from your sidewalk.

There are resources are available for people who are unable to shovel or clear their sidewalks. Several for-hire-contractors and a few nonprofit organizations can help. If you need help, you can call 311 to find the best match in your area.

Shovel Around Your Garbage and Recycling Carts:

Shovel around your garbage, recycling and organics carts. If the collection crew cannot easily wheel your carts to the truck, they cannot empty them. Clear away snow or ice and the crew will empty your carts on your next collection day.

Please do not shovel snow into the alley or street as it makes collection more difficult for our crews, it makes maneuvering through alleys difficult for you and your neighbors, and it’s not allowed under City Ordinance.

  • Answering questions using our knowledge tools.
  • Starting service requests for other departments to resolve.
  • When 311 can't resolve a customer request or issue, they connect the customer to an expert within the City who can.

There are several ways to learn when Snow Emergencies are declared and what to do when they are. 

  • Snow Emergency Hotline: Call the automated 612-348-SNOW hotline. If a Snow Emergency is in effect, the hotline will have information on that day’s parking restrictions that drivers need to follow to avoid tickets and tows. The hotline includes information in English, Spanish, Somali and Hmong.
  • The City’s Website: Go to the City’s website to find out whether a Snow Emergency has been declared and for a wealth of information on Snow Emergencies in many languages. Also, check out the Snow Emergency parking map, which lets you put in an address or a neighborhood to see where you can park during a Snow Emergency.
  • Phone Calls: The City of Minneapolis uses automated phone calls to notify residents when Snow Emergencies are declared. The system can place thousands of calls per hour. You can add your cellphone or unlisted landline number to the alert system by signing up at gov/snow.
  • Social Media: Like Minneapolis Snow Emergency on Facebook and Twitter.
  • Email and text alerts: You can sign up to get Snow Emergency alerts automatically emailed or texted to you.
  • Smartphone App: Drivers who have Android devices or iPhones can download the Snow Emergency app. During a Snow Emergency, the app will tell them the parking rules for that day. It also has the Snow Emergency parking map, which allows users to see the parking rules in detail by entering an address.
  • News Media: News Releases are sent to the media so TV, radio stations and other news outlets can inform their viewers and listeners that a Snow Emergency is in effect.
  • Cable TV: Tune in to Minneapolis City TV (Comcast SD channel 14, HD channels 859 and 799.) These channels will have information in several languages when a Snow Emergency is declared.  
  • Videos: Informative videos in English, Spanish, Somali and Hmong are available online to help explain where you can park when a Snow Emergency is declared:
