The Minnesota Department of Health is seeking proposals for foundational message development and audience research focused on cannabis and substance misuse prevention. The project focuses on two main audiences: pregnant and breast and chestfeeding individuals, and youth under 25. Vendors can submit a proposal for one or both of these target audiences.
This project will be completed in two phases, from the date of implementation through June 30, 2026.
Phase one: Research and messaging. This includes:
- Conducting audience and market research to understand beliefs around risks and harms of cannabis and other substance misuse.
- Developing messaging that is reflective of the perceptions, culture, age, and gender identity of the target audiences.
- Testing messages to ensure there is resonance with the target audiences.
Phase two: Planning for capacity building and engagement. This includes:
- Identifying groups, individuals, and organizations that the target audiences are influenced by, trust, and engage with regularly.
- Determining the best way to communicate and engage with those groups.
- Identifying groups, organizations, and trusted sources who could deliver the finalized messaging.
