Hennepin Healthcare Update
On Tuesday, August 5th, during open forum which takes place ahead of committee meetings, the Board and County Administration heard from residents and Hennepin Healthcare System Staff their perspectives on the Hennepin County Board assuming temporary authority over the hospital in light of serious financial challenges that could jeopardize the future of this critical county, regional, and statewide safety net asset. In order to address the current financial crisis, the County Board is considering an action pursuant to its longstanding reserved powers to take a necessary, proactive step to provide immediate oversight and support during this critical period to stabilize HHS’s financial condition and ensure its long-term vitality. This action will ensure adequate oversight and transparency for any County, state or federal financial support, while the County Board develops a sustainable path forward with the HHS executive leadership. I am grateful for all those that came to the Board room on Tuesday and to all those that have reached out to my office with your ideas and insight from your experiences with the hospital. The feedback my office has received has been in large part supportive of the County Board’s operational oversight of HHS.

Metropolitan Mosquito Control Commission Meeting
There is so much to love about Minnesota’s natural ecosystem, but the amount of mosquitos is not one of them! Serving on the Metropolitan Mosquito Control District Commission is not a role I expected to have when I first came into office, but it’s been fun addressing this aspect of resident safety!
Visit to Second Harvest Heartland
My colleague, District 7 Commissioner Kevin Anderson and I visited the Brooklyn Park location of Second Harvest Heartland to learn about expanded services in light of impending federal cuts. We learned in the warehouse how they tailor their food and outreach to meet skyrocketing needs across the region.
Specific programs include:
- Kitchen Coalition, which provides culturally connected freshly prepared food;
- TEFAP, the distribution of Emergency Food Assistance;
- FOODRx, medically tailored nutrition boxes;
- Free Monthly Food Boxes for Seniors, a program that helps reduce food insecurity for seniors.
Second Harvest has a Care Center that provides 1-on-1 help with SNAP, obtaining groceries and referrals for other basic needs services.
New Hennepin County Administrator
The Board meeting on July 30th was bittersweet, ushering in a new era for Hennepin County Government. We unanimously voted Jodi Wentland as Hennepin County’s new County Administrator! Kareem Murphy and Dan Rogan will serve as her Deputy Administrators. Thank you David Hough for 43 years of service.
Graduates from Recognition of Success
It was joyful to once again host graduates of Hennepin’s Recognition of Success ceremony. We talked about my life journey, how the county functions, their career paths and self/community care. Connecting with these future leaders is truly one of my favorite aspects of this role.
Reproductive Health & Gender-Affirming Care Providers + Hennepin County Commissioners
In 2022, Commissioner Fernando, Commissioner Greene, and myself authored a budget amendment during the budget amendment process that provided grant funding to organizations that provide reproductive health care and/or gender-affirming health care. Hennepin County continues its commitment to investing in services that expand accessible reproductive health care and gender-affirming health care for all.
Minnesota, and particularly the metro area, has quickly become a national hub for reproductive health care access. Following the repeal of Roe v. Wade by the United States Supreme Court, local health providers have seen an exponential increase in requests for their services, particularly from those seeking reproductive health care and gender-affirming health care.
My colleagues and I recently met with the organizations that have utilized these grant funds from Hennepin County to talk about updates on drastic changes and cuts coming down from the current federal administration and the challenges they are facing. Just as importantly, we learned from them how meaningful investments have helped expand their services.
Thank you to our partners!

This year we celebrated 90 years of National Association of Counties (NACo). The annual conference took place in the City and County of Philadelphia!
Day 1 - It was an honor to Chair the Community, Economic & Workforce Development Committee where we started the conference with shaping our Federal platform. Our policy steering committees lead key policy priorities for our nation's 3,069 counties, parishes & boroughs.
Day 2 - I attended the Women of NACo Business Meeting where I had the pleasure of talking with Commissioner Alisha Bell, Chairwoman from Wayne County Board in Michigan, who is now the new 2nd Vice President of NACo. Commissioner Bell has been a long time member of NACo for 21 years, and a former President of women of NACo.
In 2002, Commissioner Bell has become the youngest African American woman to be elected to a county board in the country.
Day 3 - I joined my peers at the National Organization of Black County Officials (NOBCO) & the National Association of Black County Officials (NABCO) luncheon. Supervisor Holly Mitchell from Los Angeles County Board of Supervisors gave a powerful speech on the current issues LA County, and many other counties, are facing this year in these unprecedented times.
Day 4 - On the last day of the conference, we had our NACo Annual Business Meeting. In this meeting, we finalized our policy resolutions for our federal platform and elected a new slate of leaders and our new 2nd Vice President, Alicia Bell, for the 2025-2026 term. James Gore from Sonoma County, California ended his productive and energetic year as president of NACo.
I was reappointed as Chair of the Community, Economic and Workforce Development Committee by the incoming president of NACo, J.D. Clark, county judge of Wise County, Texas.
For the 2025- 2026 term in NACo, I was appointed to the following positions:
- Chair, Community, Economic and Workforce Development Policy Steering Committee
- Member, Healthy Counties Innovation Council
- Member, Large Urban County Caucus (LUCC)

Renaming of Edmund Boulevard
City of Minneapolis, Ward 12 Councilmember, Aurin Chowdhury has been tirelessly working with a neighborhood coalition, Reclaiming Edmund, to Rename Edmund Boulevard to Lena Smith Boulevard. We heard this item during the planning commission meeting this past Monday, August 4th. This boulevard and what it represents is a key part of district 4. I was proud to vote in support of this name change and it passed unanimously. Thank you neighbors and community members who attended to show support.
Who is Edmund G. Walton?
The namesake, Edmund G. Walton (1865-1919)became the first developer in the area to apply racially restrictive covenants to the properties he sold, which introduced racial covenants as the legal way of segregating Minneapolis. There has been a lot of support from the 12th Ward for this effort.
Who is Lena Olive Smith?
Lena Olive Smith (August 13, 1885 – November 6, 1966) was the first Black woman licensed to practice law in Minnesota, admitted to the bar in 1921 soon after graduating from Northwestern College of Law (now part of Mitchell Hamline). Motivated by her earlier work as a real estate agent, where she witnessed racial housing covenants and discrimination, she dedicated her legal career to civil rights advocacy. From 1926 to 1930, she chaired the NAACP’s Legal Redress Committee in Minneapolis and made history in 1930 as the first woman elected president of the local chapter, serving through much of the 1930s.

Where: Chicago Ave Shops; 3736 Chicago Ave, Minneapolis, MN 55407

In response to a legislative directive from the Minneapolis City Council, the City’s Public Works Department is evaluating the feasibility of a pedestrian mall concept layout and the establishment of a new ordinance for a pedestrian mall along Chicago Avenue, between 37th and 38th streets.
This concept, which represents an alternative concept from the design previously shared with the community, would restrict through traffic and create a cul-de-sac and public plaza near 3744 Chicago Avenue (also known as The Peoples’ Way).
To inform this work, Public Works is undertaking a rigorous effort to gather information for the design, operations, maintenance, deliveries, loading, emergency vehicle access, transit access, snow removal, and related costs that may be required to establish a new ordinance per state statute.
The engagement feedback and findings of this evaluation will be presented to the City Council’s Climate and Infrastructure Committee on Dec. 4, 2025, for discussion and consideration.
Learn More About the Project
The Visioning and Priorities report provides an overview of the city’s work in 2024, including an overview of the right-of-way concepts considered (see page 30 for street concepts). For more information about the project, you can also visit the 38th & Chicago Re-Envisioned project webpage.

Hennepin County’s 2024 Recycling Progress Report provides an update on the county’s progress toward waste diversion goals, implementation of the Solid Waste Management Plan, and results from waste reduction and recycling programs.
Hennepin County has established a zero-waste goal of diverting 90% or more of waste from landfills and incinerators and tracks progress on key metrics through the zero-waste dashboard. Although we’ve made incremental progress, significant changes in waste management systems and individual behaviors are needed to meet that goal.

Phillips Traffic Safety - City of Minneapolis (minneapolismn.gov)
Riverside Avenue bridge closure began Monday, August 4th
If you use the Riverside Ave. bridge over I-94 in Minneapolis, make sure to include extra travel time to take a detour starting Aug. 4.
The Riverside Ave. bridge will be closed to motorists, bicyclists and pedestrians through Mon, Aug. 18.
You can bypass the closure using the 25th Ave. South bridge.
The closure is necessary to allow crews to safely complete bridge maintenance work along eastbound I-94.
We appreciate your patience while we make these improvements. Plan ahead by checking 511, and give yourself additional time to reach your destination.
All construction activities and traffic impacts are weather and schedule permitting and subject to change.
Please drive with care in work zones:
- Slow down when approaching every work zone, then navigate with care and caution.
- Stay alert; work zones constantly change.
- Watch for workers and slow-moving equipment.
- Obey posted speed limits. The fine for a violation in a work zone is $300.
- Minimize distractions behind the wheel.
- Be patient; expect delays, especially during peak travel times.
