Adult Rehabilitative Mental Health Services (ARMHS) and Children’s Therapeutic Service and Supports (CTSS) Treatment Supervisor Attestation forms are due Sept. 30, 2026

ARMHS and CTSS Treatment Supervisors are reminded to complete and submit their Treatment Supervisor Attestation form (DHS-8899) and Treatment Supervision Limit Exception form (DHS-8901), if appropriate, by Sept. 30, 2026.

The new legislation SF 476 2020-2026, introduces the following key changes to Minnesota Statutes, sections 256B.0623 and 256B.0943:

  1. Annual Attestation requirement Treatment Supervisors must complete an attestation form annually and update it whenever there is a change with their affiliated organizations.
  2. New supervision limits Treatment Supervisors may oversee no more than 20 full-time equivalent staff and provide supervision for no more than 10 organizations across applicable programs.
  3. Commissioner exception process The Commissioner may approve exceptions to the staff and organization limits through a standardized review process with authority to revoke exceptions if program standards are not met.

This legislative change is intended to strengthen clinical oversight, improve service quality and reduce fraud, waste and abuse risks within ARMHS and CTSS programs by ensuring mental health professionals can provide meaningful supervision to staff and clients.

Limiting affiliations and supervisee numbers helps promote accountability, proper documentation review, ethical practice and client safety, while the exception process provides flexibility to address workforce shortages or access-to-care concerns in underserved areas.
