The establishment of these requirements in law with the effective date of July 1, 2025, is in preparation for the implementation of the Special Session Law, Chapter 9, Article 4, Section 53, which is effective July 1, 2026, (or when federally approved) and directs DHS to establish new 15-minute billing codes for newly defined outpatient substance use disorder services, including counseling, psychoeducation and recovery support services. The new codes will include new payment rates and changes to the SUD fee schedule, which will more closely align with the guidance in the Medicare Claims Processing Manual Chapter 5 – 20.2 Reporting of Service Units With HCPCS. DHS is working to update the MHCP SUD Provider Manual webpage to reflect the requirements of this new law.
