Process has changed for PRTF medical necessity reviews


Effective Oct. 18, 2021, the Minnesota Department of Human Services Behavioral Health Division is no longer completing Psychiatric Residential Treatment Facility medical necessity reviews. This includes both eligibility for admission and concurrent stay reviews.  

The Arkansas Foundation for Medical Care (AFMC) is now completing PRTF medical necessity reviews for individuals with Medical Assistance as their primary health coverage. This change applies to:

  • PRTF referrals sent on behalf of referring agents
  • Admission notifications
  • Concurrent review requests
  • Discharge notices.

Prior to sending any Protected Health Information to AFMC for a medical necessity review, mental health professionals must send an email to mnprtf@afmc.org to set up a secure account. After receipt of the email, AFMC will send an invitation with instructions on setting up the secure account.

Eligibility for admissions requests may be sent to AFMC up to 180 days in advance of a potential admission date in order to determine medical necessity, as long as the person’s current diagnostic assessment is valid. 

A list of current PRTF providers can be found on the Minnesota Department of Human Services' PRTF webpage under the “Implementation” tab. Current providers include Northwood Children’s Services in Duluth and the Leo A. Hoffmann Center in St. Peter. Providers may be contacted directly to obtain information about their admissions processes and bed availability.
