New 1115 Substance Use Disorder System Reform Demonstration Project Webpage

The Minnesota Department of Human Services, Behavioral Health Division has recently launched a new 1115 Substance Use Disorder System Reform Demonstration Project webpage.

Background

In March 2018, the Minnesota Department of Human Services (DHS) submitted its Substance Use Disorder (SUD) demonstration request to CMS as part of SUD reforms enacted by the state legislature in 2016. Minnesota’s demonstration request received approval from CMS in late June, 2019; however, the state is not eligible for federal funds until approval of an implementation plan required by CMS. The Minnesota Substance Use Disorder Section 1115 Waiver Implementation Plan was submitted to CMS in September, 2019 and DHS is awaiting approval.

Legislation enacted in 2019 provides authority to implement the SUD waiver, directs DHS to publish standards for participating providers, and provides rate increases for residential and outpatient SUD services to providers delivering services to medical assistance enrollees and meeting state requirements. With the legislative rate increase and the more gradual phase in of provider requirements, DHS expects broader participation in the SUD waiver and will issue updated guidance and collect updated provider assurance statements in the coming months.

Qualified providers electing to participate will be required to deliver services in accordance with ASAM standards and maintain patient referral arrangements to ensure access to a full continuum of SUD treatment services including medication-assisted treatment (MAT).

As a requirement of the demonstration Minnesota will evaluate the impact of evidence-based provider referral arrangements and practices on access to appropriate treatment, quality of care and health outcomes for Medicaid enrollees with a SUD. DHS is finalizing the initial set of deliverables due to CMS which includes a monitoring protocol that contains outcome metrics from claims data that will be reported to CMS throughout the demonstration and an Evaluation Design Plan completed by NORC, the organization chosen to conduct the independent evaluation of the demonstration.
