DHS’ Behavioral Health Division posted a request for proposal (RFP) on February 3, 2020 for traditional healing in urban Indian communities. DHS is seeking proposals from eligible urban Indian organizations (UIOs) for grant funding to develop and expand traditional healing for urban Indian communities and to increase the behavioral healthcare workforce.
Eligible UIOs are defined at 25 U.S.C. § 1603(29), operating pursuant to a contract or grant with the Indian Health Service, refers to a non-profit board of directors situated in an urban center, governed by an urban Indian-controlled Board of Directors, and providing for the maximum participation of all interested Indian groups and individuals whose body is capable of legally cooperating with other public and private entities for the purpose of performing the activities described in [25 U.S.C. § 1653(a)]. UIOs are not tribes or tribal governments and do not have the same consultation rights or trust relationship with the federal government.

- Proposals must be submitted by 4:00pm Central Time on Friday, February 28, 2020.
The opiate epidemic response legislation funds $2 million per year in traditional healing grants and through 2025. There is a maximum of $125,000 per year for up to five (5) urban Indian organizations. The term of any resulting contract is anticipated to be from April 30, 2020 until June 30, 2021 with the option to extend up to four (4) additional years not to go beyond June 30, 2025.
Traditional healing grants will fund the following in the context of the opiate epidemic:
- a) developing and/or growing cultural and traditional services,
- b) growing the cultural behavioral healthcare workforce,
- c) creating a culturally-affirming evaluation framework and,
- d) submitting a budget and work plan that outlines deliverables required under the grant.
