The Behavioral Health Division
has been working with the Centers for Medicare and Medicaid Services, but
has not yet received approval to add comprehensive
assessment, peer recovery support and treatment coordination to the Medicaid
benefit set and to add Recovery Community Organizations, Counties and
individuals in private practice as eligible vendors of certain substance use
disorder services. The 2017 legislation identified the
new services to be reimbursable July 1, 2018 or upon federal
approval. Reimbursement
for these services will not be available until CMS approval is obtained.
Once the state receives
approval for these new services, new vendors will need to enroll with the MN Health Care Programs and
existing enrolled providers will need to update
their assurance statement prior to providing and billing for the new
services. DHS will be amending its contract with the MCOs
and providers who have contracts with Managed Care Organizations will need to
amend their contracts, prior to billing for the new services.
We will continue to provide
prompt updates through e-Memo and by WebEx on the status of
our state plan amendment request. We will have a WebEx presentation very
soon after approval to provide an overview of ‘What you need to do next.’
The next SUD Reform WebEx is on July 12th. If we do not have CMS
approval by then, the Webex topic will focus on 2019 stakeholder engagement
planning for the 2019 Legislative session as well as provide an update on SUD
reform.
