IMD Determination Criteria: Stakeholder Engagement Meetings

Institutions for Mental Diseases (IMD) Criteria 

In late November, 2015 DHS sent out E-Memo #15-57, which announced that DHS had completed a first round of Institutions for Mental Diseases (IMD) determinations that exclusively impacted standalone Rule 31 residential substance use disorder treatment programs with more than 16 beds.

We communicated that prior to completing the next round of reviews, DHS would need to seek guidance from our federal partners to develop clear criteria for more complex arrangements, and engage stakeholders in discussions about the criteria (E-Memo #16-03).  

On July 28th, we would like to invite you to participate in a stakeholder engagement discussion about the criteria that is under discussion for future program determinations.  The meeting and web broadcast is from 9-10 a.m., room 2390, at the Elmer Andersen Building, 540 Cedar Street, St. Paul, MN 55110.   The July 28 IMD Criteria conversation is happening parallel to the larger CD reform effort, which includes exploration and implementation of available options to allow for exceptions to the federal Institutions for Mental Diseases (IMD) exclusion for medically necessary, rehabilitative, substance use disorder treatment provided in the most integrated and least restrictive setting. We will continue to provide communication updates related to these parallel efforts.

Following this initial meeting, we will also be listening to feedback on the criteria for complex arrangements.  These meetings will also be held at the Elmer Andersen Building.

1. Outpatient with housing: August 3rd, 9-10 a.m., room 2390
2. Hospital: August 12th, 11-12 p.m., room 2223
3. Campus: August 12th from 1- 2 p.m., at  in room 2222
4. Tribal Nations: August 15th from 3-4 p.m., room 2222

Before the July 28th meeting we will be sending out the criteria for review, as well as providing an email address for participants to provide feedback on the criteria, for those who are unable to join us.
