COUNCIL EMERGENCY OPERATIONS STATUS
The Prince George’s County Council continues to operate under the emergency procedures stated in the Governor’s “Proclamation and Declaration of State of Emergency and Existence of Catastrophic Health Emergency – COVID-19”, effective March 5, 2020, and amended May 13, 2020, and the Prince George’s County State of Emergency Declaration, effective March 16, 2020, and extended by the Governing Body of Prince George’s County with the adoption of CR-31-2020 on May 11, 2020 and by CR-51-2020 on June 9, 2020. These procedures became effective pursuant to CR-10-2020, adopted by the Council on March 17, 2020, and amended pursuant to CR-35-2020, adopted May 18, 2020.
COUNCIL CONVENES VIRTUAL SESSION; ADOPTS RESOLUTION CONTINUING STATE OF EMERGENCY; APPROVES EMERGENCY MEASURE PREVENTING RENT INCREASES, TERMINATIONS AND LATE FEES DURING COVID-19 HEALTH CRISIS
The Prince George’s County Council, during its virtual session on Tuesday, June 9th, presented five Council bills and introduced two resolutions. Following consideration in the Committee of the Whole, the Council adopted CR-51-2020, a Resolution concerning Prince George’s County’s second continued Declaration of Emergency. This legislation authorizes the continuation of the County’s emergency declaration caused by COVID-19. This will be the governing body’s second resolution continuing the emergency declaration. State law requires consent of the County Council to continue the declaration. The Council also approved the Chair’s signature on proposed correspondence to Maryland Department of Transportation, supporting the Prince George’s County Department of Public Works and Transportation’s application to the Maryland Bikeways Program for the Prince George’s County Sheltered Bike Racks Project.
In other legislative action during Tuesday’s session, the Council addressed several zoning bills, and adopted CB-016-2020, as amended, following a public hearing and robust Council discussion. CB-16-2020, an Emergency Act, amends the Landlord-Tenant Code to prohibit rent increases, rental terminations; and prohibit late fees or penalties from being charged during the COVID-19 statewide emergency. Council Chair Turner stated upon adoption of the measure, “I know it was not easy getting to this point, but I think it is clear that the Council believes this is an important issue for our residents.”

COMMITTEE OF THE WHOLE CONVENES VIRTUAL MEETINGS TO REVIEW LEGISLATION
The Council’s Committee of the Whole (COW) convened virtually on Tuesday, June 9th, to review several pieces of legislation, including CB-002-2020, an Act concerning Local Purchasing Opportunities; CB-003-2020, an Act concerning Health Food Priority Area Grocery Store Incentives; CB-004-2020 an Act concerning the Prince George’s County Mentor-Protégé Program; CR-009-2020 a Resolution concerning the Prince George’s County Responsible Legacy Task Force; CB-013-2020, an Act concerning Procurement Modernization; CB-029-2020 an Ordinance concerning Bedroom Percentages; CB-033-2020 an Ordinance concerning Virtual Hearings; and CR-051-2020 a Resolution concerning Prince George’s County, Maryland’s second continued Declaration of Emergency. The Committee of the Whole also met on Thursday, June 11th, to review 11 additional bills and resolutions, including CB-027-2020, amending provisions of the County Code regarding illegal dumping of bulky items on private and public property and imposing fines and penalties. The measure was unanimously supported in the COW.

PRINCE GEORGE’S COUNTY DEPARTMENT OF PUBLIC WORKS AND TRANSPORTATION ONE-MINUTE TRANSIT OPTIONS SURVEY; HELP IMPROVE THE COUNTY’S PUBLIC TRANSPORTATION SYSTEM

COUNTY EXECUTIVE ALSOBROOKS ANNOUNCES MODIFIED PHASE TWO REOPENING FOR PRINCE GEORGE’S COUNTY ON JUNE 15
Prince George’s County Executive Angela Alsobrooks announced Thursday that the County will begin a modified phase two reopening on June 15, 2020 at 5:00 PM. This decision was made under the advice of public health officials and the data that the County has been monitoring, including continued downward trends in the number of COVID-19 cases, deaths, and hospitalizations. “The past several months have been a trial, but due to the strong efforts of our community to contain the spread of COVID-19, we are now ready to move to the next phase of our incremental reopening of Prince George’s County,” said Alsobrooks. “As we slowly recover from this virus and adjust to our new normal, I want to remind residents that we must all continue to take certain precautions to protect ourselves and others, including wearing face coverings and practicing physical distancing.”

NEW TESTING SITE AT THE ROLLINGCREST-CHILLUM RECREATION CENTER
A new COVID-19 testing site has officially opened at the Rollingcrest-Chillum Community Center, 6120 Sargent Road, in Chillum, MD. Testing sites operated by the Prince George’s County Health Department offer drive-thru or walk-up testing for persons with or without symptoms who have been exposed or may have been exposed to COVID-19. COVID-19 testing through the Prince George’s County Health Department is free for all residents, regardless of insurance coverage, by APPOINTMENT ONLY. To schedule an appointment for COVID-19 testing, call the Coronavirus Hotline at 301-883-6627. For additional information, visit the Health Department online.
HEALTH DEPARTMENT RECOMMENDS COVID-19 TESTING FOR MASS PROTEST ATTENDEES
Due to the higher risk of COVID-19 transmission at large gatherings, the Prince George’s County Health Department recommends testing for those who attend or have attended mass protests. Information about testing in the County and the state can be found HERE. “We stand in solidarity with all of you who call for social justice, accountability, and an end to racism,” said Deputy Chief Administrative Officer for Health, Human Services, and Education Dr. George L. Askew. “We also want to keep you and others safe and well, so please take the time to be tested.”

COUNCIL MEMBER MONIQUE ANDERSON-WALKER PARTNERSHIP WITH AMERICAN HONDA MOTOR COMPANY, INC. PROVIDING 500 FACE SHIELDS FOR FRONTLINE WORKERS
District 8 Council Member Monique Anderson-Walker partnered with American Honda Motor Company, Inc. Executive and Vice-President, William H. Walton, III, to provide 500 Face Shields for frontline workers in District 8. Walton, a native of Fort Washington, wanted to give back to the community that looked after him while growing up. Council Member Anderson-Walker provided the Honda face shields to frontline healthcare workers at Adventist HealthCare Fort Washington Medical Center and Greater Baden Medical Services. Council Member Monique Anderson-Walker and William Walton, III are grateful to Honda for providing them a joint opportunity to ensure lifesaving equipment for dedicated workers during an historic pandemic in their hometown.

District 3 Council Member Dannielle Glaros joined the Seabrook 7th Day Adventist Church for a walk and rally in District 3 focused on police brutality, the murder of George Floyd, and racism. Council Member Glaros addressed the event organized by Pastor Munoz and church members.

Council Chair Todd M. Turner attended a Silent Vigil at Bowie City Hall over the weekend. The event was led by former Bowie Mayor Gary Allen, with the Bowie City Council, 23rd District Team, and Bowie Police Department. It was a day of reflection and remembrance in the City of Bowie that in addition to the silent vigil, included a march and prayer circle. |
District 8 Council Member Monique Anderson-Walker, joined by her colleagues, At-Large Council Member Mel Franklin, At-Large Calvin Hawkins, and District 9 Council Member Sydney Harrison, and team members from other Council offices, marched from National Harbor to the Woodrow in unison with Community of Hope Pastor Tony Lee and others for a peaceful protest organized by two college students.

District 5 Council Member Jolene Ivey joined residents who began marching from Cheverly United Methodist Church, after prayer from Pastor Lillian. They marched past Mount Hope, the original plantation house, over the bridge that had been a barrier to the 4th Ward, the part of town that black people were allowed to live in while Cheverly was a sundown town, and to Boyd Park.

Prince George’s County Council Member Deni Taveras (D- District 2), and Council Vice-Chair, At-Large Council Member Calvin S. Hawkins, II, held a virtual town hall meeting on policing in Prince George’s County on Monday, June 8th, at the Metropolitan Seventh-Day Adventist Church in Hyattsville. Joining Pastor Novella D. Smith and moderator Jason McFarlane, Council Members Taveras and Hawkins and County residents discussed the current state of policing in the County; recent police reforms; and future proposals to increase transparency; and community perspectives. The virtual town hall was streamed on social media and the church website. Missed it?

Residents impacted by COVID-19, received 300 bags of free food and Census 2020 information.
