Cedar Creek & Bardstown Rd Intersection

FOR AT LEAST A YEAR,  I have received complaints of the Cedar Creek & Bardstown Rd intersection. The KENTUCKY TRANSPORTATION CABINET (KYTC)  has heard from me a million times on fixing this intersection - as it does NOT give enough green light time for vehicles to clear the intersection. This is the KYTC’s latest response: 

The challenge in implementing this is the fact that the left-turn time on Cedar Creek and thru time on northbound Bardstown Rd are at odds with each other. If we give more time to Cedar Creek, we are then forced to take away time from northbound Bardstown Rd. This would cause a ripple effect, greatly increasing queues on the northbound Bardstown Rd approach. These queues could spill further back into the signal at Colonel Hancock Dr, greatly worsening the delays that we already see during the morning peak hours.

This is not the first time we have received this request. We have made this adjustment before, granting additional green time to Cedar Creek. We were very quickly asked to revert the changes and grant additional time to northbound Bardstown Rd. The existing roadway network cannot support the volume of vehicles it is experiencing during the peak hours. Adjustments to signal timing alone will not fix these issues.

As I’m sure you understand, there are multiple ongoing projects in the area. We will be exploring the feasibility of adding an additional left turn lane off of Cedar Creek to provide for additional storage and allow more vehicles to make the left turn movement within a single cycle. This will hopefully address many of the concerns you are hearing from constituents that travel from Cedar Creek Rd onto Bardstown Rd. We will not be making signal timing adjustments at this time, but will revisit as these projects move forward.

Councilman Bratcher once again reported the Nov 12th malfunction of the lights at the intersection of Hudson Lane and Bardstown Road. The Nov 14th response from KYTC was:

We’ve identified a setting in the database that was overlooked in previous bench testing to prevent a signal phase sequence glitch.  After two hours of bench testing late yesterday afternoon, the KYTC Central Office Traffic Systems specialists verified the updated setting has corrected the glitch which caused the all-red flash condition on Wednesday.  To answer the question “why wasn’t this caught sooner?”, I want to emphasize that the 2070 controllers are still very new to our agency and this is one of only a handful of intersections statewide with this unique operation. 

We’ve implemented the corrected database to intersection this morning and will continue to remotely monitor this intersection.

All donations will go to the Association of Community Ministries to be divided among the 13 Area Community Ministries.

Main Library renovation and temporary closure

Main Library Closure

It was announced last week that the Main Library would need to temporarily close to the public as work on the more than $8 million renovation project progresses. The Main Library will be closed starting Monday, December 1, for up to 12 months.

While the Main Library is closed, you can stop by any of our 17 other locations across Jefferson County. If you usually pick up your holds at Main, you’ll need to choose a new pickup spot in your account. Not sure how? Give us a call at (502) 574-1611 — we’ll walk you through it!

2025 Community Needs Assessment Survey

The Louisville Metro Office of Social Services is currently conducting its annual Community Needs Assessment to collect information about the needs of Jefferson County residents like you. This is a totally anonymous survey that asks questions about needs related to housing, employment, education, and more. Planning & Zoning Updates

11300 Seatonville Road (Case 25-MSUB-0010) - A neighborhood meeting to present a development proposal for this location took place on August 13th.  The proposal by Hearthstone Homes LLC is for 54 single-family lots in a residential subdivision using the current R-4 zoning classification.  This case was reviewed and approved by the Land Development & Transportation (LD&T) Committee on Thursday, November 13th. This concludes this R-4 Major Preliminary Subdivision case.

10100 Black Iron Road, 10200 Glenmary Farm Drive and an unaddressed parcel on Long Home Road (assigned Parcel ID Number (2527-000C-0000) (Case 25-CUPPA-0185) - A neighborhood meeting was held on Wednesday, November 12th.  The Owners/Applicants, pursuant to Land Development Code Section 4.2.8 - Athletic Facilities, desire to locate and operate a Disc/Soccer Golf Course Facility on the Property which was previously used as the Glenmary Golf Course (the "Proposal").  The Property totals over 70.2229 acres, but the Owner/Applicant requests only 45.9 acres to be considered for the Conditional Use Permit.  The Proposal includes 18 soccer/disc holes, a clubhouse and parking.  The Proposal includes a new 11,000 square foot clubhouse as the central location for disc and soccer golf players to meet up with other players and pay for their respective rounds of disc or soccer golf prior to playing.  The new clubhouse would be conveniently accessed from Glenmary Farm Drive, a local neighborhood roadway that directly connects to Bardstown Road, an arterial level roadway.  Parking adjacent to the new clubhouse is proposed.  

8660 Old Bardstown Road (Case 25-ZONE-0020):  A zoning change proposal from R-4 to PRD to allow a 56-lot attached single family subdivision at 8660 Old Bardstown Road had its initial neighborhood meeting on December 3, 2024 with a follow-up meeting (due to insufficient neighbor noticing) on April 7, 2025.  The applicant is proposing to build 14 buildings with 4 attached units on separate lots.  Access to the site is planned from Old Bardstown Road (rather than Fairmount Road) with connection to the existing stub street at Hidden Grove Place to the north.  On October 23rd, this case was approved by the Land Development and Transportation Committee to move forward to the Planning Commission on Thursday, November 20th. Planning Commission cases will start being heard at 1:00pm.  Location: Old Jail Building - 514 W Liberty Street.  For more information about the nature of this proposal and how to participate/comment for the public record, contact Case Manager Molly Clark (molly.clark@louisvilleky.gov or 502-574-8656).  All comments for the public record must be submitted prior to the Planning Commission meeting.

Property at the end of Justice Way in the City of Heritage Creek (Parcel Number 0008602130000) - A neighborhood meeting was held on October 15th.  Leisure Development is requesting approval of a Major Preliminary Subdivision Plan with Development Potential Transfer in the property at the end of Justice Way.  For more information about the nature of this proposal, next steps in the process, and how to participate or comment for the public record, contact Case Manager Rachel Casey (rachel.casey@louisvilleky.gov or 502-574-6230). 

9223 Fern Creek Road (25-ZONEPA-0077) - A neighborhood meeting about a proposed zoning change request at this location occurred on October 1st. This property, which lies just off Fernhill Drive and was established in the 1930s as the first Methodist Church in Fern Creek and has continued to be a church until December 2018.  The existing building is centered on the property, surrounded by established parking and green space that buffer it from adjacent residences.  Highpoint Church has since outgrown the building and is under contract to sell the property to D & L to facilitate future commercial re-development.  While the specific end use has not yet been identified (nor is their current proposed use), D & L intends to re-develop and market the property for uses such as office, professional or business-oriented uses.  To provide these opportunities for future commercial re-development, a zone change from the current R-5 to C-N Neighborhood Commercial is required.   For more information about the nature of this proposal, next steps in the process, and how to participate or comment for the public record, contact Case Manager Molly Clark (molly.clark@louisvilleky.gov or 502-574-8656).  All comments for the public record must be submitted prior to the Planning Commission meeting.

9911 & 10019 Wingfield Road (Case 25-ZONEPA-0005) had the neighborhood meeting on February 25th at the Fern Creek Community Center. This proposal is the intended extension of commercial use of Southpointe Blvd up against I-265, including a Hy-Vee store and other retail entities. A technical review for this Change in Zoning case (from R-4 single family residential to C-2 commercial) and a Form District Change (from Neighborhood to Regional Center with a Revised Detailed District Development Plan and Waiver) was held by the Land Development & Transportation Committee (LD&T) on August 14th and again on August 28th.  On September 18th, the Planning Commission returned this case back to LD&T to first sort out difficulties with preliminary MSD approval before the Planning Commission will hear the full case.  The case is currently on hold to work out preliminary MSD approval before it returns to LD&T for review. 9300 Hayes Avenue (Case 25-MSUB-0007) - A second neighborhood meeting to present neighbors with a Development Potential Transfer Subdivision Plan to allow a 90-lot single-family subdivision within R-4 zoning was held on September 9th.  (A neighborhood meeting was originally held on May 21st.)  The following description is based on the notice provided about this second neighborhood meeting:  "Since the last neighborhood meeting, the plan has changed as follows: (i) the total number of lots has been increase from 88 to 90, (ii) the minimum lot width has changed fom 50' to 45', (iii) the average lot size has been reduced from 7,282 sf to 7,124 sf, and (iv) open space has been reduced from 341,893 sf (or 7.85 acres) to 258,537 sf (or 5.94 acres).  Access to the site will still be from the existing stubs on the north and south property lines, thereby connection Idlewood Lane and Hines Mill Way.  There will also be a connection on the east property line, directly across from Hofelich Lane, for the 11 proposed lots in that area."  For more information about the nature of this proposal, next steps in the process, and how to participate/comment for the public record, contact Case Manager Tyler Pobiedzinski (tyler.pobiedzinski@louisvilleky.gov or 502-574-5177).  

7801 Delightful Way 40291 - A neighborhood meeting to discuss a development proposal for this property (a proposed zoning change from R-4 to C-2) was held on Wednesday, September 17th.  Operating under Healthy ADHC of Louisville, LLC, the established owner and operator of multiple adult daycare facilities in the Louisville community plans to use the existing building on this property to operate both an adult daycare facility and an event center.  No new construction is proposed to the existing building at this time but the change(s) in use of the building seem to require the change to C-2.  For more information about the nature of this proposal and how to comment for the public record, contact Case Manager Amy Brooks (amy.brooks@louisvilleky.gov or 502-574-8215).  All comments for the public record must be submitted prior to the Planning Commission meeting.

9006 Old Bardstown Road (Case 25-ZONEPA-0052) - A neighborhood meeting was held on May 22nd to present neighbors with this zone change plan (from R-4 to PRD) to allow a 36-unit attached townhome community in this location.  According to the notice of this meeting:  Access to the site will be from Bardstown Woods Blvd, which will be directly across from the existing Bardstown Woods Court.  There will be no direct access to Old Bardstown Road.  Each lot will range from 2358 sf to 4159 sf.  Open space totals 1.76 acres.  For more information about the nature of this proposal, next steps in the process, and how to participate/comment for the public record, contact Case Manager Mark Pinto (mark.pinto@louisvilleky.gov or 502-574-5170).  All comments for the public record must be submitted prior to the Planning Commission meeting.

7708 Cedar Creek Road (Case 25-CUPPA-0060)  A Conditional Use Permit application for Private Institutional Use (Religious Facility) at the address above was filed.  In accordance with the procedures of Louisville Metro Office of Planning, a neighborhood meeting occurred on May 20th to discuss this proposal. The applicant has now submitted the formal CUP application (25-CUP-0166).

The Office of Planning will work with Metro Agencies to review the application, and follow up with the applicant on September 3rd.  Once the plan has addressed any outstanding agency comments and/or concerns they will be docketed for the Board of Zoning Adjustment (BOZA) where a public hearing will be held. First and second tier neighbors and individuals who are signed up for District 22 planning alerts will be notified in advance of any public hearing.  The Board will vote to approve or deny the conditional use permit and, if approved, the applicant can begin requesting building permits.

11380 Seatonville Road (Case 24-ZONE-0127) now has a formal application submitted for a plan seeking a zoning change from R-4 to R-5.  There are some issues to be addressed before it is scheduled for a public hearing.  Once planning staff members consider those issues to be sufficiently addressed, the proposal will next be scheduled for a review by the Land Development & Transportation Committee (which only focuses on technical details of the plan to make sure those are ready for the Planning Commission to do its overall review).  A petition for a night hearing has been successful, so when the Planning Commission hearing is scheduled, it will be in the evening at the Fern Creek Christian Church at 9419 Seatonville Road.  For more information about the nature of this proposal and how to participate/comment for the public record, contact Case Manager Molly Clark (molly.clark@louisvilleky.gov or 502-574-8656).  All comments for the public record must be submitted prior to the Planning Commission meeting.

“No family, child, or senior should ever have to go hungry, and our local food pantries are needed now more than ever before,” said Mayor Greenberg. “Our community needs us, and I hope that people will take advantage of this chance to help feed our neighbors who need us while supporting our fantastic Louisville Zoo.”

Guests who bring at least one non-perishable food item per person can purchase discounted tickets at the Zoo ticket windows for just $11 per adult and $8 per child or senior. In addition, 25 cents of every admission ticket will also support the Zoo’s conservation efforts in Kentuckiana and around the world.

Over the past 17 years of this partnership, generous Zoo guests have donated more than 30,000 pounds of food. That is roughly the weight of nearly five male rhinoceroses!

Dare to Care Food Bank’s most needed items include canned meats like tuna and chicken, as well as canned fruit and vegetables, beans, peanut butter, soup, rice, cereal, fruit juice and pasta. Please note that no glass containers are accepted. For a full list of needed and excluded items, visit daretocare.org.

The discount is available only at the Zoo’s admission windows and cannot be applied to online purchases, special fee-based programs, prepaid groups, field trips or other discounts. No refunds will be provided for tickets purchased online or in advance. While multiple canned good items per person are appreciated, only one discount applies per ticket.

Here is a message from LMPD's 7th Division:

There are off-duty services that can be utilized in your neighborhoods/areas to provide extra security/patrol. As patrol platoons are spread thin some nights due to manpower issues it is difficult to be in every neighborhood at once. If your neighborhood or apartment complex is interested in off-duty services, feel free to contact Metro Blue Line Services at 502-639-5786. This is only an additional tool to keep your residents protected and the on-duty patrol units will continue to patrol the best they can as they are fully aware of the current issues.
