At our last Metro Council meeting, we passed the following pieces of legislation among many other items:

We amended the licensing and enforcement of trash haulers – we have had some trash haulers that are not securing their trash and it is flying all over our roads and this is meant to help stop that.
We passed a new rule at Council that any rule changes for the Council require a 2/3 majority to pass. Previously it was a simple majority vote and this will ensure that no one group of people can manipulate the rules in their favor.
We significantly increased the penalties for illegal dumping.

Tomorrow we are voting on a variety of legislation including:

A resolution asking parents to be more accountable for their children’s whereabouts (yes, I know how absurd that sounds but this is where we are – the city government has to tell parents to be parents).
We are increasing the fees charged at court to help pay for deferred maintenance at the Hall of Justice. These fees haven’t been increased in 25 years.

I have been a huge proponent of our public parks and our public golf courses. You can see some of the upgrades at Long Run Park due to my efforts. Unfortunately, we have now seen some of the worst conditions and maintenance of public golf in decades. This includes Long Run Golf Course. This is unacceptable and my colleagues and I are working on a plan to have this fixed immediately and to hold those responsible accountable.

Track Crime in the City

The Mayor recently announced that we are officially off the ‘sanctuary cities’ list according to the Department of Justice. This was because we are cooperating with 48-hour holds at corrections of illegal immigrants who are scheduled for deportation and are currently at our jail. I was in contact with the Mayor’s office through this process and encouraged him to be fully compliant with federal law.

The Mayor also announced that he and the Governor have finally appealed to the EPA to repeal our reformulated gas requirements (RFG). You will remember that I passed a resolution in 2019 asking the administration to do this and many other legislators have called on this for over a decade now. Better late than never but I do appreciate that this additional tax on your gasoline will finally be resolved.

On the public safety front, I know property crime continues to be an issue in our district. The good news is that we are seeing some significant arrests so those criminals can be held

accountable for their actions. Please continue to be diligent in your own personal security AND continue to report all crimes to LMPD.

Finally, I know everyone has been shocked by the recent case where a man let out on shock probation (allegedly) conducted a home invasion, kidnapped a woman and her kids, stabbed her in front of her kids, and robbed a bank before being caught hours later while running through local neighborhoods. Unfortunately, this is not the first time that a criminal has had a reduced sentence through tools like shock probation and then re-committed crimes. LMPD is frankly tired of re-arresting the same criminals over and over again. Prosecutors and Judges have a huge role in keeping our communities safe and there has not been the same scrutiny of their work as there has been of LMPD. My Caucus and I will have a series of policy recommendations shortly to give far more transparency to the public on how the judicial system is holding people accountable after the police arrest someone. You, the public, have a right to know how this part of the law enforcement system is acting on your behalf.

Louisville Zoo's Dinopalooza

Dinopalooza has arrived to the Louisville Zoo! This event includes nineteen animatronic giants (such as a Brachiosaurus, Tyrannosaurus Rex, and Parasaurolophus) spread throughout the zoo and an interactive dig pit to look for fossils. New Requirement to Renew Driver's License in Kentucky

Starting January 1, 2025, all Kentuckians must undergo a vision screening to renew their driver’s license. Multiple states have adopted mandatory vision screenings to ensure drivers have the visual acuity required to operate a vehicle safely.

This new requirement, enacted during the 2021 General Assembly, aims to promote highway safety by ensuring that all drivers maintain good vision throughout their driving career. The Kentucky Transportation Cabinet (KYTC) is responsible for administering the vision requirement law for drivers seeking to renew their license. Message from LMPD

Over the past month, the 8^th Division has experienced a concerning increase in thefts from vehicles and auto thefts, particularly in our residential areas. In response, our dedicated officers and detectives, in collaboration with various units across the Louisville Metro Police Department, have worked tirelessly to address and combat this criminal activity. Their diligent efforts have led to several arrests, and investigations continue as we identify additional suspects. Although we have seen a decrease in these incidents, they remain a top priority for our patrols and enforcement actions.

We urge everyone to remain vigilant and proactive in safeguarding your property. Most of the recent car break-ins involved unlocked vehicles, and the stolen vehicles had keys left inside them. Additionally, several incidents involved open garages resulting in thefts from vehicles and auto thefts. By taking simple preventative measures, we can significantly reduce the attractiveness of our neighborhoods to criminals.

Please consider the following prevention tips to greatly reduce your chances of being victimized:

· REMOVE KEYS FROM INSIDE VEHICLES

· LOCK VEHICLE DOORS

· CLOSE GARAGES

· REMOVE GARAGE DOOR OPENERS FROM VEHICLES

· REMOVE ANY VALUABLES FROM INSIDE VEHICLES

Your cooperation is essential in making our neighborhoods safer and less appealing to potential thieves. By locking your vehicles and ensuring keys and garage door openers are not left inside, we can collectively deter criminal activity.

In addition to our enforcement efforts, the 8^th Division has hosted several community events over the past month, with more planned in the near future. These events provide an excellent opportunity for you to engage with our officers, ask questions, and learn more about our efforts to keep our community safe. Get directly involved in making Louisville a more litter-free community through the Report-A-Litterer program aimed at motorists who throw fast-food wrappers, cigarette butts, soda bottles or any type of litter out their car window.
