Major Construction & Infrastructure Project Plans

Keeping you updated on important developments in our district is one of my most essential responsibilities — especially when it comes to construction projects, infrastructure improvements, and roadway changes that directly impact your daily lives.

This special newsletter provides details about two major highway projects that are set to begin soon in or around District 7, along with the latest update on the VA Medical Center construction and District 7 building permit applications.

One of the major projects involves significant work along U.S. 42, from the bridge over Harrods Creek to River Road. If this area affects your commute, I strongly encourage you to attend the upcoming public meeting. This is your chance to hear directly from project leaders and ask any questions about timelines, impacts, or detours. You can also access detailed information through the provided link in this newsletter. Should you have any questions after reviewing the materials, please don’t hesitate to contact the Kentucky State Transportation Cabinet (KYTC) directly for further assistance.

The other project is to improve traffic flow on Interstate 264, Interstate 71, U.S.42, and Westport Road (please read the "project scope" listed below under the public notice banner). 

As we move forward, please know that I will remain vigilant, staying informed about every new development related to these projects. I am committed to sharing timely updates with you as soon as I receive them from KYTC and other agencies. We are in this together — and although the construction around the VA Medical Center and throughout District 7 will lead to increased traffic congestion, and it will get worse before it gets better, it will get better. Together, we will get through these challenges and see these long-awaited improvements come to life.

Tough times are ahead, but I promise I will not let you down. I will communicate as much information as I receive and stay in close contact with KYTC to ensure we remain aware of the progress.

TRAFFIC FLOW IMPROVEMENTS CHART:

Purpose

Improve traffic flow on Interstate 264, Interstate 71, U.S. 42, and Westport Road.

​Project Scope

  • Reconstruction of the I-264/US 42 (Brownsboro Road) interchange
  • Improvements to I-264 between Westport Road and I-71 interchanges
  • Widening of I-264 to provide three basic through lanes in each direction and auxiliary lanes between interchanges  
  • Two-lane ramps will be added from I-264 eastbound to I-71 northbound and I-264 westbound off-ramp to Westport Road
  • A two-lane on-ramp will be added at U.S. 42 to I-264 westbound

​Project Timeline

As of February 2025 (SUBJECT TO CHANGE):

  • Final roadway plans have been finalized 
  • KYTC has acquired all necessary right-of-way, including the control of access rights when applicable, including legal and physical possession.
  • Substantial utility relocation work has been completed in preparation for the project. Although the project was originally included in the March 20, 2025 letting, it was not awarded at that time. The project is now scheduled for the May 22, 2025 letting.

Once the contract is awarded, the contractor will mobilize and provide KYTC with a construction schedule.

We anticipate the letting process to take at least one month. 

·       ​LG&E utility relocations are substantially complete. Communication relocations were performed in conjunction with LG&E relocations. For LG&E project information, please visit: ​ LG&E-KY / US 42 ​​

  • The construction funding will be distributed over three construction seasons, with the first allotment becoming available in the federal fiscal year 2025. ​ Funding Type: NH.

*The above project milestone dates are subject to change due to changes in funding availability within the next Enacted Highway Plan.

​​Public Input

​A public meeting was held on July 24, 2014, to present three alternatives for reconstructing the I-264/US 42 interchange. Design plans were also shown (at the meeting) for widening I-264, improving KY 22, and adding turning lanes at U.S. 42 and Rudy Lane at the meeting. Comments from the public meeting and questionnaire were accepted until August 8, 2014. Documents presented at the 2014 Public Meeting: 5-804 Single Point Urban Interchange.pdf A Noise Barrier Public Meeting was held on March 29, 2022, to inform the property owners and residents that during the preliminary design, it was determined that noise barriers are acoustically feasible and reasonable to construct in three locations on the project. Properties identified as benefited receptors in the Traffic Noise Impact Analysis were notified (via mail). The letter provided a brief description of the project, the findings of the noise assessment, figures showing the location of the proposed barriers, and the purpose, date, and time for the Noise Barrier Information Meeting.  Then, for a 30-day comment period, 126 comments/ballots were received from benefited property owners and residents. Both owners and residents nearly unanimously supported the construction of noise barriers. ​Multi-use pathways

​After receiving public comments advocating for the implementation of mixed-use pathways as a safer alternative to unprotected bike lanes, the project team has considered those requests along with the latest industry guidance for providing pedestrians and cyclists with the safest experience while traveling along public roadways.  

The project team reviewed several options and concluded that the use of the multi-use paths on the outside of the curb was the best option due to the heavy turning movements on US 42.  This option stays within the right of way and provides connectivity on both sides of the interchange, which is a safer option for cyclists as they will have to navigate multiple ramps going through.  This option has near 90-degree crossings, allowing the length of the pedestrian crossing to be reduced, which is also a lot safer for pedestrians.  This plan change also has the support of the Louisville Metro Government.

The new 10-foot concrete multi-use path extends the length of the project on US 42 and is provided on both sides of the roadway. It begins on the west at Rudy Lane, traverses through the interchange, and ends at the Northfield Drive intersection to the east.​

Transportation Cabinet Meeting

District 7 residents - Hear ye, Hear ye... This construction may affect you, depending on your route to work or other interests. This is a public meeting, hosted by the Kentucky Transportation Cabinet, and you are invited to review and comment on the preliminary roadway designs that will be presented during the open house.

REGARDING:

U.S. 42 Improvement Project 

The highway improvement project will enhance safety, improve mobility, and reduce traffic congestion along US 42 from the bridge over Harrods Creek to River Road. The five alternatives currently under consideration include:

  • Keep the existing road; eliminate the signals with 3 roundabouts at the intersections and add pedestrian facilities.
  • Widening to the south for a 5-lane section throughout; keep the three signals and add pedestrian and multi-use facilities.
  • Access Management alternative between Timber Ridge and Fox Harbor.
  • Symmetrical widening for a 5-lane section throughout and add pedestrian facilities.
  • No build/no changes.

The meeting will be an open house event held from 4 to 7 p.m., with brief presentations at 5 p.m. and 6:15 p.m., at St. Francis in the Fields Episcopal Church, 6710 Wolf Pen Branch Road, Louisville, KY 40241. Those who are interested may drop in at any time to review the preliminary designs, receive handouts containing project information, and fill out comment sheets. Representatives from KYTC and the engineering design consultant will be in attendance to answer questions.

Following the public meeting, an online survey will be available through Friday, August 1. After considering public feedback, the final design phase will take through the Winter of 2026.

All written comments will become part of the official meeting record. Once compiled, the meeting record and supporting documentation will be made available for review and copying only after an Open Records Request has been received and approved. All Open Records Requests must be submitted to the Transportation Cabinet, Office of Legal Services, Transportation Office Building (200 Metro St, Frankfort, KY 40622), or via kytc.openrecords@ky.gov.

As a federally funded project, anyone interested in participating as a consulting party will have access to information concerning Section 106 of the National Historic Preservation Act.
