Louisville – The Louisville Metro Council held their regularly scheduled Council meeting tonight after Mayor Craig Greenberg’s Budget Address. Here are some of the highlights from the meeting.

- O-081-25: an ordinance transferring $213,776 from the capital budget project titled Louisville Muhammad Ali Center Improvement to the operating budget for operational purposes.
- R-032-25: resolution accepting $40,500 of funding from the US Department of Agriculture for the Summer Feeding Service Grant program.
- R-034-25: resolution ratifying and approving a collective bargaining agreement relating to wages, hours, and terms and conditions of employment for certain employees of the Louisville Zoo.
- R-035-25: resolution recognizing the Meriwether-Fort Hill Neighborhood Association and adopting the official neighborhood map.
- Neighborhood Development Funds to Metro Parks for fence repair at Field Elementary School.

 District 21 Brightside Cleanup was a Success!

 Jefferson County Residents Can Apply for Electric Assistance through the Louisville Metro Office of Social Services
Kentucky households may qualify for a one-time electric benefit through the Low-Income Home Energy Assistance Program (LIHEAP) Spring Subsidy Cooling Component. Applications will be accepted from April 15 to May 30, 2025, on a first-come, first-served basis.
Spring Subsidy is designed to help households with incomes up to 150 percent of the Federal Poverty Guidelines offset their cooling costs. It provides a one-time electric benefit, which is paid directly to the household’s electricity vendor.
Jefferson County residents wishing to apply must schedule an appointment utilizing the automated appointment system. Appointments can be scheduled by phone by calling 502-991-8391 or online at louisvilleky.cascheduler.com. This toll-free service is currently open and is available 24 hours a day, seven days a week.
All applicants will be required to supply the following documentation at the time of application:
- Proof of Social Security Number or Permanent Residence card (Green Card) for each member of the household.
- Proof of income from the preceding month for all household members.
- Most current electric bill, statement from your landlord (if electric is included in your rent), or statement from your utility company if you participate in a pre-pay electric program.
- The account number and name on the account for your electric bill.
Spring Subsidy does not require a disconnect notice, a past due bill, or eviction notice. The Subsidy benefit can be applied as a credit on your account. Assistance received during previous LIHEAP components does not affect a household's eligibility.
Community Action Kentucky administers LIHEAP in partnership with the Kentucky Cabinet for Health and Family Services who receive the funding as a pass-through block grant from the U.S. Department of Health and Human Services.  Mayor Craig Greenberg Announces “Mulch Mondays” will begin April 28
Louisville Mayor Craig Greenberg has announced that starting April 28, Louisville Parks and Recreation's Urban Forestry Division will host "Mulch Mondays." The event will recur every Monday through the end of summer.
On “Mulch Mondays” Louisville residents and non-profit organizations are invited to pick up natural, dye-free mulch at no cost from the Urban Forestry Division’s office, located at 9200 Whipps Mill Road, Lyndon, KY 40242. Participants must make an appointment via this form and show a Jefferson County ID. Mulch will be available every Monday from 1-3 p.m. except national holidays.
“This is a great opportunity to combine sustainable practices with community benefit,” said Mayor Greenberg. “This mulch is made of dead or dying trees that we’ve had to remove from public property, and now our residents can benefit by obtaining mulch free of charge that will beautify their property, their neighborhood and our community .”
Participants must bring their own containers such as trailers, truck beds, buckets, or garbage bags, to transport up to three cubic yards of mulch.
"Naturally dye-free provides numerous benefits for gardens and tree berms, including temperature regulation, erosion prevention, and weed suppression," said Mesude Ozyurekoglu, Assistant Director of Urban Forestry at Louisville Parks and Recreation. “It is exciting to be able to provide this sustainable resource to those in our community.”

We are pleased to share with the Louisville community the draft Louisville Urban Forest Master Plan (UFMP), now available for public comment. There are two documents available for review / comment:

The annual Festival of Flowers takes place on the second Saturday in May. This year's Festival of Flowers is scheduled for Saturday, May 10, 2025, from 9 a.m. to 3 p.m., at the corner of Southern Parkway and West Wellington Avenue. Beechmont Neighborhood Association offers a large selection of flowers, herbs, perennials, and hanging baskets for sale. Local artisans and crafters sell handmade items like soaps, pottery, and textiles.

Vendor Information
We welcome vendors selling handmade items. No flea market or yard sale items should be permitted. The Beechmont Neighborhood Association is the main vendor of plants, but additional plant sales may be considered on an individual basis.
Access the vendor application here. Space is limited, so don't delay on applying.
Each vendor will be provided a 10’x10’ space. Vendors are responsible for providing their own tables, chairs, and tents. The fee to set up is $40 for early registration and $50 for late registration, and each vendor will be asked to provide one item for inclusion in our silent auction.

Drowning can happen anywhere with standing water—from bathtubs to backyard pools to open lakes. Give kids the skills they need to stay safe, build confidence, and enjoy the water!
Everyone is encouraged to take part in FREE 1-hour clinics that introduce basic swimming and water safety skills from the YMCA’s Safety Around Water curriculum. These sessions help kids and adults build confidence, learn essential skills, and stay safer around water.

 Exterior Code Alleviation Program (ECAP)
ECAP is specifically designed to address exterior code violations issued against a property, as well as interior repairs that are related to the exterior code violation repairs. Participants in this program must be referred by Codes & Regulations. Households must be at or below 50% of the Area Median income. Once all code violations have been repaired, Codes & Regulations will drop all charges. Call (502) 574-5850 for more information.

The purpose of the Lead-Safe Louisville Program is to eliminate lead hazards that exist in both owner-occupied and rental units in the Metro Louisville area, especially those in which children under six years of age reside. Houses and apartments built before 1978 are most likely to have lead-based paint which can create a hazard to its inhabitants. Key risk factors are chipping or peeling paint on doors, windows, woodwork or exterior siding. Children are particularly prone to lead poisoning in such environments.
Eligible units are based on the following:

Built prior to 1978

Child or children under the age of six and/or pregnant women live in or visit the home approximately 6 or more hours a week

Income is below or at 80% AMI based on the size of the family

Homeowners must have homeowners' insurance

Have not been assisted through the program before
Persons assisted through this program can be homeowners (owner-occupied) or landlords, though the occupant, homeowners and tenants, must meet the income qualifications.

Enrollment for the Low-Income Home Energy Assistance Program (LIHEAP) Winter Crisis is available through Kentucky's Community Action Network for eligible households until funds run out. Benefits vary based on housing category, fuel type, and income level and can be used for home heating costs, including electric, natural gas, propane, coal, wood, or fuel oil.

If you have complaints about airport noise, please call Noise Office at 502-363-8516 and follow the below prompts to track flights:
Go to the airport's website www.flylouisville.com. At the top of the page, click on CORPORATE tab. Under the heading LRAA, click on the tab for NOISE COMPATIBILITY PROGRAM. Near the bottom of the page, look for Flight Tracking and click the button for NEAR-LIVE FLIGHT TRACKS DISPLAY. Click the Flight Tracking heading at the top of the page. Click the Accept button to accept the terms and conditions and you can begin viewing flights.
Pothole Reporting:
Use the Louisville Metro online form by clicking here. Use Twitter by sending the location of the hole to @LouMetro311 and include the hashtag #502pothole. Call Metro311 or 574-5000 to report potholes or any other issues. Call our office at 574-1121, and we'll turn it in on your behalf.

Recycling:
We are asking for your help to ensure that we are correctly setting out our recycling carts in our district. Follow these tips to ensure that your recycling gets picked up time!
Do: Make sure the lid is closed flat and break the boxes down flat to maximize space.
Don't: Set boxes beside the cart or leave lid open or overflow the cart
