Meet the Team

Ken Herndon is proud to represent Metro Council District 4 which includes Louisville’s Central Business District, all or part of the Russell, Parkland, California, Victory Park, Phoenix Hill, NuLu, Butchertown, Smoketown and Clifton Heights neighborhoods as well as smaller portions of Portland and Old Louisville.

Previous to taking office on Metro Council, Ken was an award-winning graphic designer and public space design consultant who, for more than two decades, was the Director of Operations for the Louisville Downtown Partnership and, in recent years, the LDP Placemaking Manager where he developed nationally recognized, award-winning public space initiatives.  In 2018, his Alley Gallery project was one of only 5 public space projects in the United States to win the Pinnacle Award, the top annual award bestowed by the International Downtown Association.

Taylore Bass holds a Bachelor of Arts degree in Communication from University of Louisville and a Master's Degree in Public Administration from Murray State University.  Taylore has a diverse background in branding, small business development, community engagement, and public relations. She believes in leveraging her skills and experiences to make a meaningful impact, embodying the essence of leadership and innovation. In her spare time, Taylore likes to travel and spend time with her husband and 2 children.

Jackie Floyd - Neighborhood Liaison

Jackie Floyd is currently retired but continues to remain very active in the community. Jackie is a prod Russell resided and sits on several boards within the community. In her spare time, Jackie spends her free time spoiling her 12 grandchildren and 4 great- grandchildren.

Jeff Noble - Staff Assistant

Jeff

Jeff Noble has come out of retirement to work as a part-time Staff Assistant for the district.  He previously worked for twenty years in Metro Government, fifteen of those at the Metro Council.  Prior to that, he was employed in the private sector for various law firms as a real estate paralegal.  He attended the University of Kentucky and is a graduate of Spalding University.  He is a resident of the district in the Clifton Heights neighborhood.


Councilman Herndon promises to help reshape downtown

Councilman Herndon, has decades of experience shaping the city’s downtown. Democrat Ken Herndon wants to help improve Louisville’s downtown and the surrounding neighborhoods. Herndon was sworn in earlier this month as the District 4 representative on Louisville Metro Council. The district includes downtown, as well as the Russell and California neighborhoods to the west and NuLu/Phoenix Hill and Clifton Heights to the east.

Councilman Herndon's stance in regards to the consent decree

"Bravo to Mayor Craig Greenberg and Chief Paul Humphrey!  Leadership demands courage and commitment, and they have demonstrated both.

By committing that they will adhere to the Biden Department of Justice Consent Decree, despite the unsurprising abandonment of it by the Trump DOJ, they have demonstrated their commitment to all of the citizens of Louisville as well as the overwhelming majority of good cops that make up the LMPD.

But, since a Federal Judge, with full judicial authority, will now not be appointing a monitor to oversee the implementation of the decree, I believe that Metro Government should hire someone to fill that role and commit to adhere to their decisions despite the fact that they would technically have no official authority.

Therefore, we should choose someone of national stature, with impeccable credentials and unimpeachable moral authority to oversee this critical task.  If we choose such a path, I look forward to working with the Mayor, the Chief and my colleagues on Metro Council to ensure that our entire community moves forward together."

Downtown Hometown Tourist Celebration returns February 1 – 10, 2025

Residents of Greater Louisville and Southern Indiana are invited to celebrate their city and visit local tourist spots in their Downtown.

The Downtown Hometown Tourist Celebration allows anyone with a valid Kentucky or Indiana ID, local college ID, or military ID to receive half-off a regular admission ticket to participating Downtown venues.

Illegal Dumping Alert

On January 17, 2025, Louisville Metro Solid Waste Officers, with help from a concerned citizen and MSD Safety and Security Investigators, successfully located and impounded a truck involved in illegal dumping near Frankfort Avenue and Stoeckler Avenue next to the floodwall. The owner admitted to the dumping and was fined $500, plus $250 in cleanup fees and $250 in impoundment fees. They can retrieve their vehicle in 72 hours after paying the fines and fees.

Report Illegal Dumping: Residents and businesses with video or photo evidence of illegal dumping can anonymously report it at the Louisville Metro website: https://louisvilleky.gov/government/public-works/illegal-dumping . Check out images of past impoundments and vehicles we're searching for!
